Description
1. The United Nations Economic and Social Commission for Asia and the Pacific (hereinafter “ESCAP”) is seeking the service of a company that can provide Project Support Services, inrelation to Facility Management Projects, in the following four areas: a. Senior Project Management Services ( 2 integrated support resources for Engineering and Architecture) b. Project Management Services ( 4 integreted support resources for Electrical and Mechanical, Structual and Architectual) c. Project Associate (1 integreted support resource) d. Project Manager for Occupational Safety and Health Services (1 integreted support resource) 2. The summarised profiles of the four integreted support resources are as follows: a. Senior Project Managers are expected to have seven years of relevant working experience in addition to holding professional engineer and/or architect licences and advance university degrees. b. Project Managers are expected to have five years of relevant working experience in addition to holding professional engineer and/or architect licences and first-level university degrees. c. Project Associate is expected to have three years of relevant working experience in addition to holding a professional engineer and/or architect and first-level university degree. d. Project Manager for Occupational Safety and Health is expected to have two years of relevant working experience in addition to holding a first level degree in Occupational Health and Safety or related fields. 3. The ESCAP complex in Bangkok is home to ESCAP and to other UN Agencies. It consists of a Secretariat Building, a Service Building and the United Nations Conference Centre (UNCC). The total floor area is approximately 90,000 square metres. 4. The building space serves approximately 1,100 staff. The building operates between 10 to 12 hours a day, Monday through Friday and with weekend and longer weekly operating hours during special conference or events. 5. The contract shall be for a total of seven years in the following format: 3 +2 +2. Three (3) years from the initial period, starting in the 2nd quarter of 2027, with two optional extensions of 2-years each. Contract extensions are at the discretion of ESCAP, subject to the contractor's satisfactory performance, availability of funds and evolving operational requirements of ESCAP. 6. This REOI is not a solicitation. ESCAP reserves the right to change or cancel this requirement. Specific Requirements/Information The successful bidder shall be able to meet the following likely evaluation criteria: 1. Attend a mandatory virtual bidder conference. 2. Have five years of operations in Thailand. 3. Be a registered company with physical office in Thailand. 3. Able to provide the required eight integrate support resources in the four areas. 4. Has positive financial stability in the past three years. 5. Provide the detail methodology of outsourced personnel management, including continuous training, motivation tools, meeting KPIs, reporting and invoice system. 6. Provide Transition and Business Continuity Plans. 7. Provide reporting and monitoring processes and schedules. 8. Meet the UN Supplier Code of Conduct, ESCAP occupational health and safety standards and security clearance for working on-site. 9. Observe ESCAP holidays and working hours. Overtime work may be required from time to time. 10. Comply with the Thai legislation as a business entity and on Thai labour laws and regulations.
