Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO seeks an experienced External Collaborator to support the development of ASEAN Regional Guidelines on Promoting Employment and Strengthening Labour Rights Protection for Digital Platform Workers, under the SLOM-WG Work Plan 2026-2030. The Collaborator will map national legal classification, social protection, dispute resolution, and social dialogue arrangements across ASEAN Member States; analyse alignment with international labour standards, including the ILO Decent Work in the Platform Economy Convention, 2026 (No. 193), and the ASEAN Employment Outlook; and prepare a principles-based framework with policy options and implementation considerations. The assignment includes designing and supporting a Consultative Workshop and a Validation Workshop, and producing an inception report, successive drafts, and the final draft Guidelines for consultation and endorsement through the SLOM-WG process, in close coordination with the Philippine Department of Labor and Employment (DOLE), the ASEAN Secretariat, and the ILO.
