Description of the Assignment: Spotlight Programme Coordinator 


Consultancy Level: International Consultant to lead the spotlight initiative 2.0 coordination in Uganda

 

Period of assignment/services: 145 working days spread across a period of 7 months 

 

Proposal should be submitted directly in the portal no later than indicated deadline.


Disqualification / Rejection of Offers


The name of the vendor indicated in Quantum must match exactly the name shown in all supporting documents (e.g., proposal, financial offer, legal registration).

Offers submitted under a company name in Quantum but bearing the name of an individual contractor in the documents (or vice versa) will be rejected. Any offer submitted for the recruitment of an Individual Contractor but registered in the name of a company in the Quantum system, will be rejected.

Each legal entity or individual contractor must maintain a separate vendor profile with consistent and accurate credentials.

Offers not submitted through the Quantum system, or submitted using incorrect credentials, will be disqualified.

A vendor wishing to submit an offer for an Individual Contract and sign an RLA contract must use their own individual vendor credentials in Quantum.

Offers for Individual Contracts submitted under a company name will be rejected.


Additional Guidance:


Suppliers must create a separate profile in Quantum for each legal entity intending to submit offers or receive contracts from UNDP.

If a supplier/vendor operates both as a company and as an individual contractor, they must create two separate profiles, each with a distinct email address.

If a supplier/vendor wishes to submit a bid as part of a Joint Venture (JV), a profile should be created only if the JV is registered as an independent legal entity. If not, only the lead entity should submit the offer and be considered for contracting.

Any request for clarification must be sent in writing via messaging functionality in the portal. UNDP will respond in writing including an explanation of the query without identifying the source of inquiry.


Please indicate whether you intend to submit a bid by creating a draft response without submitting directly in the system. This will enable the system to send notifications in case of amendments of the tender requirements. Should you require further clarifications, kindly communicate using the messaging functionality in the system. Offers must be submitted directly in the system following this link: http://supplier.quantum.partneragencies.org  using the profile you may have in the portal. In case you have never registered before, you can register a profile using the registration link shared via the procurement notice and following the instructions in guides available in UNDP website: https://www.undp.org/procurement/business/resources-for-bidders.  Do not create a new profile if you already have one. Use the forgotten password feature in case you do not remember the password or the username from previous registration.
