RFQ/2026/64510;Q10: What specific hazards must it protect against: particulates only, or also gases and vapors?Ans 10: It is stated in line 2 of the specification that the HEPA filter is capable of providing protection against:- Airborne bacteria and some viruses when they’re aerosolized- Dust, pollen, smoke- Infection control for airborne or droplet-borne diseasesQ11:Is the required approval NIOSH TC-21C-0836, EN 12941, or both?Ans11: It is either EN 12941 (the European standard for powered filtering respiratory protective devices (PAPR), NIOSH 42 CFR Part 84 (TC-21 C-0836) which specifically classifies powered air-purifying respirators (PAPRs) with particulate filters (such as High Efficiency/HE filters), both or equivalent to any of them.Q12: Is a large loose-fitting facepiece mandatory, and how many units are required?Ans 12: Yes, it is mandatory. It is mentioned in lines 2 & 12 of the specification that PAPR system has to contain or with HEPA filter and (large) loose-fitting facepiece. 4 units are required.Q13: Is the required airflow exactly 6–8.5 CFM, or are standard settings such as 7 and 8.5 CFM acceptable?Ans 3: It is mentioned in line 10 the following: Single or two selectable flow rate options - between 6 CFM and 8.5 CFM. Therefore, standard settings such as 7 and 8.5 CFM are acceptable. Q14: Are spare batteries, replacement filters and carrying cases mandatory?Ans14: Please check line 11 which states the required parts of the system. (what should the system include).Q 15: Which chemical-warfare agents must the boots protect against?Ans15: All known chemical agents, in liquid or gas form, when used with full protective gear.Q 16: Are boots required, or would certified CBRN overboots also be acceptable?Ans 16: No, CBRN overboots are not acceptable, it must be CBRN Safety Boots as specified in the specifications.Q 17: What sizes and quantities are required?Ans 17: The required quantity is 10. Standard military supply guidelines typically distribute the sizes based on the following general proportions: One SM, 3 MD, 3 LG, 2 XL & One XXL.Q 18: Is EN ISO 20345:2022 mandatory, or are equivalent standards acceptable?Ans 18: Please check line 5 in specifications, it is either EN 20345:2022 HRO or equivalent.Q 19: Is the stated shelf life measured from manufacture or from delivery?Ans 19: The shelf life must be 10 years or more from the shipment date.Q 20: Must the suit and PAPR be certified and supplied as one complete approved system?Ans 20: Please refer to lines 2 & 13 of the specifications which clarify system compatibility.Q 21: Is the suit required to protect against specific chemical agents?Ans 21: The suit is required to protect against liquid/spray chemical hazards in general. Please refer to line 10 of the specifications which states: suit should comply with (or equivalent): EN 14605 Type 3B and Type 4B (liquid chemicals and biological hazard), EN ISO 13982 Type 5B, EN 14126 (infective   agents) & EN 1073-2 (radioactive particulate protection).Q 22: Are disposable or reusable suits acceptable?Ans 22: The reusable PAPR Suits are preferred. However, if it is not available, then the limited-Use PAPR Suits can be acceptable.Q 23:Are integrated boots required, or are attached chemical-resistant socks acceptable?Ans 23: Please refer to line 8 of the specification which states: Attached chemical-resistant socks or integrated boots with splash flap. Therefore, either of them would be acceptable. Q 24: What sizes, quantities and spare accessories are required?Ans 24: Three suits & PAPR systems are required. RFQ/2026/64510.Q 8: For the bid, can one bid just for one commodity instead of supplying all three commodities?Ans 8: Bidders are required to submit the total requirements listed in the tender as partial quotations shall not be allowed. Bidders must quote prices for the total goods and/or services for the total requirement requested. Evaluation will be done for the total requirement. Please refer to the particular section in the RFQ requirements.Q9: As I am based in Kenya, The protective safety boots required to be supplied and delivered to The Democratic Republic of Congo are 10 pairs. Do I still require a Letter from the Manufacturer of the shoes for me to bid?Ans 9: Bidders are required to provide the Manufacturer Authorisation Letters for the requirements.This Q& A constitutes an integral part of RFQ/2026/64510Regards

RFQ/2026/64510;Q1: Would EU certification be acceptable to the UNOPS team?Ans 1:  EU certification is acceptable and see the below details of each item certification requirement.For item no. 1: Powered Air Purifying Respirator (PAPR) Kit, please check the specifications, it is mentioned under Certifications/Compliance: NIOSH 42 CFR Part 84 (TC-21 C-0836) (US standard), EN12941:1998/A2:2008 (EU Standard), CE0194 (European product conformity marking) (or equivalent). Therefore, the mentioned US standard, EU standard or equivalent would be acceptable.For item no. 2: CBRN Protective & Safety Boot, please check the specification again, the required certification is EN 20345:2022 HRO (European standard) or equivalent.For item no.3: Breathing Suits (Blower Suits) with Powered Air-Purifying Respirator PAPR System, please check the specification again, it is clearly mentioned the suit should comply with ( European Standards) or equivalent: EN 14605 Type 3B and Type 4B, EN ISO 13982 Type 5B, EN 14126 (infective agents) & EN 1073-2 (radioactive particulate protection).Q2: Are the suits etc to be used for protection against Ebola?Ans 2: Yes, both Powered Air-Purifying Respirators (PAPRs) and full-body protective suits or coveralls paired with a PAPR system are approved and recommended personal protective equipment (PPE) options by the Centers for Disease Control and Prevention (USA CDC) and the Occupational Safety and Health Administration (OSHA) for healthcare personnel caring for patients with Ebola.Q3: As the suits may fall under "Dual Use" and require an export licence, is the UN team able to share with us the end use of the suits?Ans 3: Details of the end user will be shared with the successful bidder after award of contract Q4: If there is the need for export licences, would the UN team provide necessary "End User Undertakings" to support the export licence application?Ans 4: UNOPS will provide you with the End User Undertaking to support your export licence application.Q5: With very limited time until the current close date of 15/09/2026 would the UN team give consideration to extending the close date until Wednesday 23rd, September 2026 to allow sufficient time for us to liaise with our manufacturer and provide a compliant financial and technical response?Ans 5: UNOPS has extended the RFQ deadline until 24th Sep 2026Q6: Our understanding of the delivery process is that there will be a collection place, where a courier appointed by UNOPS collects the goods and carries out the service. Our company is Italian, so our understanding is that the place of collection is located in Italy and  it could also be our warehouse, if UNOPS consider it suitable (for instance we are based nearby Rome). Ans 6: The delivery term for this tender is FCA (Free Carrier). Under FCA,, the supplier is responsible for loading the goods onto the courier's transport at a designated location in the country of origin.Your warehouse near Rome is fully acceptable as the collection point, provided it is accessible to the UNOPS-appointed courier. Please specify your warehouse address as the named place of delivery in your bid submission.Q7: On the other hand, it is requested to make a calculation of the shipping cost; how can we do it without knowing the delivery address. At most, and this is requested, we can provide UNOPS with logistic data on the shipment and documentation for Customs clearance. Please provide guidelines for clearing our doubts.Ans 7:  Because the delivery term is FCA (Free Carrier), suppliers are not required to calculate or provide shipping/freight costs in their financial proposal.
