New clarification added: Dear Concerns, Please confirm that the Task-4 of LOT-1 and Task-3 of LOT-2 trainings i.e. relevant to Accreditation and Certification of the TOTs, are to be integrated in every Training Module of A, B and C. Or are these separate tasks of the trainings and to be executed separately from Training Modules for the selected participants who got trainings from A, B and C modules. As there is confusion about its understanding in the RFQ document section 5 of activities and section10 of reporting. Dear Concerns, Please confirm that the Task-4 of LOT-1 and Task-3 of LOT-2 trainings i.e. relevant to Accreditation and Certification of the TOTs, are to be integrated in every Training Module of A, B and C. Or are these separate tasks of the trainings and to be executed separately from Training Modules for the selected participants who got trainings from A, B and C modules. As there is confusion about its understanding in the RFQ document section 5 of activities and section10 of reporting. The participants who complete the attandance requirement and pass the post test should be certified/accredetited in that training program by the University.

New clarification added: Dear Concerns,Please confirm that the training participants' (trainees) costs, i.e., TA/DA, food, accommodation, travel, etc., will be covered by UNOPS. As the RFQ document (section 7) mentioned, these costs will be managed by UNOPS. This clarification is important for determining whether to include it in the bidding cost. New clarification added: We are JV parnter for proposal for this RFQ. We would like to request your clarifications as follows:1) We have not received your responset to our previous request.2) Form D (Previous Experience): Please advise if this form is to be submitted separately or if it can be incoporated in (1.2 and 1.3 of Form C to demonstrate offeror's previouse "experience in projects of comparable size and type in public health capacity building" and "experience in providing similar services in the region", respectively). in the 1.2 and 1.3 the bidder must provide narrative text and in the From-C privde only details of the previouse work experience. An early feedback is highly appreciated.

Form C – Section 2.2: Missing Description / Instructions: Under Section 2 – Proposed Methodology, Approach and Implementation Plan of Form C: Technical Quotation Form, Section 2.1 provides the description of the information to be submitted. However, Section 2.2 does not contain any description or instructions and is marked “[response not required]”.Please clarify whether Section 2.2 is intentionally left without any response requirement, or whether the relevant description/instructions have inadvertently been omitted from Form C. If the latter, please provide the applicable description/instructions for Section 2.2.Respnse( Section 2.2 is not required) 2. Section 3.2 – Key Personnel, CVs and Statement of Exclusivity & AvailabilityUnder Section 3.2 – Qualifications of Key Personnel Proposed of Form C: Technical Quotation Form, bidders are instructed as follows:“For each of the names identified above, attach his/her CV using the format in Form G: Format for Resume of Proposed Key Personnel. If so required in Section I, also attach his/her Form K: Statement of Exclusivity and Availability.”We note that Section I: Instructions to Bidders does not appear to contain a specific requirement regarding the submission of CVs of proposed key personnel or a Statement of Exclusivity and Availability.However, Section III: Returnable Bidding Forms includes Form G: Format for Resume of Proposed Key Personnel and Form H: Statement of Exclusivity and Availability.We would therefore appreciate UNOPS' clarification on the following:a) Please confirm whether bidders are required to submit CVs of all proposed key personnel using the prescribed Form G format.( The bidders Must provided the CVs on the prescribed Form b) Please confirm whether a signed Statement of Exclusivity and Availability is required for each proposed key personnel. (Yes Required )c) Form C, Section 3.2 refers to “Form K: Statement of Exclusivity and Availability”, whereas Section III contains “Form H: Statement of Exclusivity and Availability.” Please confirm that the reference to Form K is a typographical error and should read Form H. ( Form K is Typo)d) We further note that the Form H currently carries RFQ reference no. RFQ/2025/60551, rather than the current RFQ/2026/64295. Please confirm whether bidders should use the provided Form H after correcting the RFQ reference to RFQ/2026/64295, or whether an amended Form H will be issued. ( the bidder must use the RFQ reference RFQ/2026/642953. Form C – Section 4: List of Sub-contractors or SuppliersUnder Section 4 – List of Sub-contractors or Suppliers of Form C: Technical Quotation Form, the section is titled “List of sub-contractors or suppliers (Not Required)”. However, the section itself provides fields for identifying sub-contractors or suppliers and specifying the type of services they would provide.Please clarify what the notation “(Not Required)” refers to. Specifically, please confirm whether:a) bidders are not required to complete or submit any information under Section 4, irrespective of whether subcontractors or suppliers are proposed; orb) bidders are required to complete this section only where subcontractors or suppliers are proposed.( Not required)If subcontractors or suppliers are not permitted/required under this solicitation, please also confirm whether bidders should simply indicate “Not Applicable – No sub-contractors or suppliers proposed.”We would appreciate your early feedback on the above clarification points. As the review of these matters and any resulting clarification may require additional time and effort on our part to incorporate the necessary changes into our submission, we would also appreciate it if an extension to the submission deadline, as deemed appropriate by UNOPS, could kindly be considered. The extension of the tender is subject to the Project Manager’s approval. He is currently monitoring the responses and will take the necessary action accordingly.

New clarification added: Dear bidders We refer to the solicitation document for RFQ/2026/64295 – Institutional Capacity Building for Sustainable WASH Infrastructure Management.Based on Section II (Schedule of Requirements), Clause 7.1, UNOPS is responsible for managing the logistics, accommodation, food, and venues for the trainees. Consequently, we are excluding these items from our financial proposal and seek explicit confirmation on the following points:> Venue Arrangement & Training Equipment: Will UNOPS arrange and cover all costs associated with the training venues, audio-visual systems, computers/IT setups, and internet connectivity at each of the seven divisional locations? Yes, all costs related to training venues, audio visual systems, computers/IT setup and internet connectivity at each seven divisional location will be covered by UNOPS.> Trainee Refreshments: Can you confirm that all participant meals, tea, and refreshments fall strictly under UNOPS-managed logistics and should be excluded from our financial offer. Yes please exlcude this from the proposal. Your proposal should only inlclude the trainer cost (fee, travel, accommdation and overheads). > Laboratory Facilities & Consumables: Will the practical laboratory training sessions for field staff take place at provincial/divisional site laboratories arranged by UNOPS, and will UNOPS or the local site offices provide the necessary testing equipment, materials, and consumables required for these on-site practicals?. Yes, the site laboratories will be arranged by UNOPS. However, in case any testing equipment, materials, or consumables required as part of the training are not available at the divisional laboratory, UNOPS will request the service provider to provide the required specialized equipment and materials. The Services provider should inlcude the equipment rent and consumable cost seperatly in the proposal and will consider as per actual useage. Note: Our financial proposal will account solely for campus-based lab infrastructure at NUST, full trainer/facilitator remuneration, and trainer travel, accommodation, and administrative costs in accordance with Section II, Clause 7.2. Yes, your are right.
