Background
UNDP’s Insurance and Risk Finance Team, (https://irff.undp.org) housed within the Sustainable Finance Hub’s Private Finance portfolio, is building countries’ long-term financial resilience to an evolving risk landscape. Currently active in 39 countries, the Insurance and Risk Finance team is working with over 100 public and private partners, facilitating tailored financial protection solutions for the public sector, households, smallholder farmers, small businesses and nature. The team is creating the right environment for sovereign, sub-sovereign and inclusive insurance solutions to scale, working with governments to develop supportive insurance regulations and policies, and building the capacity of local industry to develop inclusive products, services and distribution channels. The insurance and risk finance work contributes to the Sustainable Finance Hub’s public, private and global policy portfolios, with the team also providing technical assistance to help governments integrate risk finance and insurance into all aspects of public financial planning and management.
A core component of the IRFF’s work is the implementation of the Tripartite Agreement - a flagship partnership between UNDP, the German Federal Ministry for Economic Cooperation and Development (BMZ), and the Insurance Development Forum (IDF). Under this agreement, UNDP supports governments in developing and operationalising sovereign and sub-sovereign risk finance solutions, and in building the policy, legislative, and regulatory foundations that embed these solutions within national systems and enable their long-term sustainability. Across a growing portfolio of countries, UNDP serves as the trusted convenor linking governments with global insurers, working to ensure risk finance becomes a routine feature of national financial planning and public financial management.
The objective of this assignment is to provide technical advisory services to support UNDPs risk finance workstream in 2026 – 2027. The assignment is organised around two components: technical advisory and peer-to-peer learning.
Component 1: Technical Advisory on Risk Finance
Provide targeted advisory support to accompany national and subnational governments through the technical, policy, regulatory, governance, financing and institutional dimensions of risk finance. Assist the development and implementation of risk financing solutions both on the supply (the insurance industry) and demand (national and subnational governments) perspective to enhance sustainability and scaling up.
Component 2: Global Risk Finance Learning Community
Support the design, facilitation, and follow-up of a thematic peer exchange among public sector representatives from UNDPs risk finance portfolio and other relevant countries to share experience and accelerate collective progress on driving risk financing agendas and their implementation
