Individual Consultancy to Support Development of Just Transition Frameworks and Plans for the Kenya Nature, People and Climate (NPC) Programme

Dear Bidder, This assignment will provide technical support to the National Environment Trust Fund (NETFUND) and the International Labour Organization (ILO) in developing a comprehensive just transition architecture for the Kenya Nature, People and Climate (NPC) Programme and the broader Nature-Based Solutions (NbS) sector in Kenya. The consultant will undertake research, policy analysis, stakeholder consultations and technical drafting to develop three interrelated outputs: (i) a Just Transition Framework for the NPC Programme, (ii) an Operational Just Transition Plan for implementation of the NPC Programme, and (iii) a National Just Transition Framework for Nature-Based Solutions in Kenya. The work will involve assessing employment, livelihood, social inclusion and environmental dimensions of the transition; identifying risks and opportunities for affected communities; facilitating multi-stakeholder consultations; and developing practical measures to promote decent work, equity and social inclusion. The consultant will prepare implementation guidance, monitoring frameworks, checklists and tools to support application of just transition principles, while ensuring alignment with national priorities, international good practice and the ILO Just Transition Guidelines. Final outputs are expected to provide actionable frameworks and plans that support inclusive, sustainable and people-centred climate and environmental action in Kenya.
