Background

UNICEF Thailand Country Office (TCO) seeks to establish a contract for professional security services to safeguard personnel, visitors, premises, assets, information and operations at the UNICEF compound in Bangkok. The UNICEF compound is located at 19 Phra Athit Road, Chana Songkhram, Phra Nakhon, Bangkok, Thailand. It comprises the office buildings occupied by the UNICEF East Asia and Pacific Regional Office (EAPRO), includingthe Centre of Excellence (COE), and the UNICEF Thailand Country Office (TCO), together with the Annex, guard house, reception, parking and surrounding outdoor areas.

Objectives, Purpose & Expected results

UNICEF TCO is seeking to establish non-exclusive Long-Term Agreements for Services (LTA-S) for the duration of 3 years, with the option of additional 2 x 2-year extension, subject to satisfactory performance and agreement of both contracting parties (maximum duration of 7 years). The established LTA-S will be time bound, without a monetary value or guaranteed offtake. The LTA-S might be shared with other UN Agencies as requested based on agreement of both contracting parties.

The LTA-S holder is requested to provide reliable, professional and uninterrupted security services for the UNICEF compound, 24 hours per day, 7 days per week, including weekends and official holidays. The services shall be delivered by trained and vetted security personnel under effective supervision and in accordance with UNICEF, UN and UNDSS security requirements.

The expected results are:

- safe and controlled access to UNICEF premises;

- effective screening and management of visitors, contractors, vendors and vehicles;

- continuous guarding, monitoring and patrol coverage without staffing gaps;

- timely and appropriate response to security, safety and emergency incidents;

- accurate records and prompt incident reporting;

- professional conduct, effective supervision and regular training of assigned personnel; and

- compliance with applicable Thai laws and UNICEF, UN and UNDSS security requirements.

Location and Duration

UNICEF wishes to establish non-exclusive LTA-S with a qualified institution for the initial duration of 3 years, with the option of 2 x 2-years extension based on satisfactory performance and agreement of both parties (maximum duration of 7 years). The established LTA-S will be time-bound and do not guarantee a monetary value. The planned contract starting date is 1 December 2026.

Services will be performed at the UNICEF compound at 19 Phra Athit Road, Chana Songkhram, Phra Nakhon, Bangkok, Thailand. Security coverage is required 24 hours per day, 7 days per week, including weekends and official holidays. Bidders shall propose a compliant roster, relief arrangements, supervision plan and mobilization schedule.

** Site Visit

UNICEF will organize a site visit at the UNICEF premises on Wednesday, 2 September 2026, from 13:30-14:30 hrs. to provide bidders with a better understanding of UNICEF’s scope of work and requirements, as well as an opportunity for Q&A.

Interested bidders shall express their interest by emailing THL-ML-BKKSUPPLY@unicef.org no later than Tuesday,1 September 2026, at 10:00 hrs. Bangkok time. The UNICEF premises address, parking location, and other logistical details will be provided to bidders upon confirmation of attendance.

Clarification

Should you have any questions to the RFP, please submit your queries to THL-ML-BKKSUPPLY@unicef.org no later than 14 September 2026 at 15:00 hrs. Bangkok time - so that all queries could be clarified and circulated to all bidders before the deadline.

The closing date of e-submission on UNGM is 21 September 2026 at 10:00 hrs. Bangkok time.
