Background
UNICEF seeks to establish a contract for professional cleaning and gardening services for the UNICEF Asia and Pacific Regional Office (APRO), including the Centre of Excellence (COE), and the UNICEF Thailand Country Office (TCO), located within the UNICEF compound on Phra Athit Road, Bangkok.
The compound includes a modern five-story APRO building, a two-story heritage TCO building, a one-story Annex and a guard house with reception and driver areas. UNICEF requires a qualified contractor to maintain a consistently clean, hygienic, safe and presentable working environment for approximately 250 staff, visitors and meeting participants, and to maintain the gardens and surrounding outdoor areas.
Objectives, Purpose & Expected results
UNICEF TCO is seeking to establish non-exclusive Long-Term Agreements for Services (LTA-S) for the duration of 3 years, with the option of additional 2 x 2-year extension, subject to satisfactory performance and agreement of both contracting parties (maximum duration of 7 years). The established LTA-S will be time bound, without a monetary value or guaranteed offtake.
The LTA-S might be shared with other UN Agencies as requested based on agreement of both contracting parties.
The LTA-S holder is requested to provide reliable, well-supervised and environmentally responsible cleaning and gardening services across the UNICEF compound.
The expected results are:
- clean, hygienic and safe offices, meeting rooms, common areas, toilets and pantries;
- well-maintained gardens and outdoor areas that are safe and presentable;
- consistent service quality through daily supervision, inspections and corrective action;
- safe working practices and proper handling of cleaning chemicals, tools and equipment;
- use of environmentally preferable products and responsible waste separation;
- compliance with Thai labour, social security, insurance and occupational safety
Location and Duration
UNICEF wishes to establish non-exclusive LTA-S with a qualified institution for the initial duration of 3 years, with the option of 2 x 2-years extension based on satisfactory performance and agreement of both parties (maximum duration of 7 years). The established LTA-S will be time-bound and do not guarantee a monetary value. The planned contract starting date is 1 December 2026.
Services will be performed at the UNICEF compound at 19 Phra Athit Road, Chana Songkhram, Phra Nakhon, Bangkok, Thailand. The regular schedule is Monday to Saturday, excluding UNICEF holidays: Monday to Friday from 6:00 to 18:00 and Saturday from 8:00 to 15:00. Bidders shall propose a compliant roster, staggered coverage where appropriate, meal and rest breaks, relief arrangements and supervision plan. Work outside these hours requires prior UNICEF approval.

This tender will be run through the UNICEF e-submissions system (UNGM).

** Site Visit
UNICEF will organize a site visit at the UNICEF premises on Wednesday, 2 September 2026, from 9:00-10:00 hrs. to provide bidders with a better understanding of UNICEF’s scope of work and requirements, as well as an opportunity for Q&A.
Interested bidders shall express their interest by emailing THL-ML-BKKSUPPLY@unicef.org no later than Tuesday,1 September 2026, at 10:00 hrs. Bangkok time. The UNICEF premises address, parking location, and other logistical details will be provided to bidders upon confirmation of attendance.
Clarification
Should you have any questions to the RFP, please submit your queries to THL-ML-BKKSUPPLY@unicef.org no later than 14 September 2026 at 15:00 hrs. Bangkok time - so that all queries could be clarified and circulated to all bidders before the deadline.
Submission Deadline
The closing date of e-submission on UNGM is 21 September 2026 at 10:00 hrs. Bangkok time.
