New clarification added: Question:UNOPS had provided the clarification regarding the installation, configuration and securing of the Moodle platform, however we noticed that it was not listed under "Table I, cost breakdown per output" as one of the expected deliverables.Answer:Thank you for the request for clarification, UNOPS will amend the relevant documents to include separately services that were described in ToR under paragraph 3 / Points 10 and 11.

New clarification added: QuestionCan you please clarify which are the "technical preconditions for the installation of moodle platforms"? Answer:As explained within the ToR, the service provider will receive an empty virtual machine for the platform installation with all required specifications (Operating System, web server, PHP, etc.). The service provider may install their preferred operating system (Linux or MS Windows Server) along with all necessary components and the Moodle platform to host the courses. The Ministry of European Affairs does not currently have a Moodle-based learning platform. A key expected output of this procurement is to provide a Moodle platform that the Ministry can continue using to develop new courses after the completion of the EU Accession modules included in this contract.Question:Can you please provide the link for the "Education Portal" mentioned in the TOR? Answer:There is no existing education portal. One of the deliverables of this process will be the platform itself, which will serve as the point for course registration and status monitoring of completed courses for the modules being developed under this procurement, as well as potential future internal training for civil servants from the Ministry and other state institutions. The link for this platform will be determined during the inception phase of the implementation.

In addition, please clarify whether we need to upload other documents in addition to the compiled and signed "bidding forms". We understand that the technical proposal should be filled by responding to Form C: Techcnical quotation form. Is a separate document containing a "Technical Proposal" required?Answer:Bidders may get acquanted with all e-Sourcing platform functionalities via the UNOPS e-Sourcing Guide that was uploaded within the tender documentation of this tender. All the forms and documents required to be submitted are listed within the VENDOR SUBMISSION / Document Checklist.

New clarification added: Question:f we understand correctly, provider will receive the content for the 5 courses in the form of documentation and quiz questions. Is this source content provided strictly in text format to be converted into an e-course with multimedia and interactive elements, or is it something else? Could you also clarify the volume/scope of this provided material?Answer: Five sets of source materials in editable format will be provided, covering the substantive content of the five courses. The available materials will consist of lecture content together with quizzes. The provided materials should be considered source content rather than completed e-learning courses. The service provider will be expected to review, adapt and restructure them into effective Moodle-based learning courses and enrich them with appropriate multimedia and interactive elements in accordance with the requirements of the solicitation.For indicative purposes, the modules will contain between three and eight lectures per module, with approximately 20 draft quiz questions per lecture. These figures are provided to help bidders understand the approximate nature and scale of the assignment.Where quantities or durations are described as indicative, their final configuration will be determined during the inception and instructional-design phase, based on the source materials and the accepted methodology. Any such refinement will remain within the overall scope, outputs and minimum requirements established in the solicitation documents Question:What is the expected duration of each course (roughly - in minutes or number of pages)?Answer: At this stage, the expected duration is indicative. Through appropriate instructional design, the content should be reviewed, prioritised and consolidated into an estimated learning duration of approximately 60–90 minutes per course, including multimedia and interactive activities and final module assessment. The number of learning screens will depend on the volume and complexity of the subject matter, the proposed instructional approach, and the appropriate balance between text, visuals, animations, practical scenarios and interactive exercises.Bidders are invited to propose an appropriate course structure, estimated learning duration and number of screens based on the indicative materials provided. The final duration, structure and number of populated screens for each course will be reviewed and agreed during the inception phase, without changing the overall contractual scope, required outputs or minimum technical requirements. Question:If known at this stage, will there be specific completion criteria for passing each course, and if so, what will those criteria be?Answer: The currently available materials envisage a multiple-choice quiz after each lecture. The existing draft quizzes for the lectures contain up to 20 questions, with an indicative passing threshold of at least 51% correct answers. A module is envisaged as completed once the participant has successfully completed the required learning units and associated assessments. The platform should also support a general test of up to 30 questions for each module and the generation of a personalised certificate following successful completion of each module. The final assessment configuration, including the passing threshold for the general test and conditions for issuing certificates, will be determined and approved during the inception and course-design phase.The service provider may recommend an appropriate assessment methodology based on recognised e-learning practices. Any final approach will be subject to approval by UNOPS, following consultation with the Ministry where feasible, and must remain consistent with the functional requirements of the solicitation.

New clarification added: Question:It is stated that the passive content in the courses (e.g., text) needs to be in English or follow the selected subtitle language (Macedonian or Albanian). Who decides on this?Answer:Default course should be fully in English. That course in English should be then translated to both Macedonian and Albanian, in a manner that multimedia content follows English language and has subtitle of respective language (both Macedonian and Albanian), while passive (non-multimedia) contents are translated to respective languages.Question:Is it required for the courses to be built natively within Moodle or is it acceptable to develop the courses in SCORM format?Answer:Moodle was proposed as a platform that will provide best opportunity for the development of furter courses. If the development of this specific course in SCORM format does not require extra effort in the administration of the content, and allows Moodle platform to be further development and administration as a default platform, then it would be allowed to develop course in SCORM format. The bidder should take into consideration that the training for use of Moodle platform and administration of Moodle platform is also included in the process, and the souce of the content that is delivered should be in line with the required trainings. If - as stated - SCORM format is supported by Moodle, all extra specificities produced by the SCORM format should also be covered by the training in addition to required Moodle training.Question:Apart from the mandatory elements specified for each course (minimum 10 interactive graphic elements, minimum 5 interactive quizzes, and minimum 2 animations per course), should the remainder of the course consist of text, images, etc.? Are there any other mandatory requirements or specific techniques to apply?Answer:There are no other mandatory requirements. The bidder shall adapt the course as per the received material with its own training development approach, and will be able to choose what sectons of the material should be covered with required interactive and animated elements, acting at all times based on the purpose of the project/courses.
