Description
The UNDP Senegal Country Office, in collaboration with the UNDP ITM Green Energy Team, the Société Nationale dÉlectricité du Sénégal (SENELEC) and the Société Nationale de Gestion du Patrimoine du Train Express Régional (SENTER), has initiated the development of a public electric vehicle charging hub. The proposed solution comprises four (4) DC fast chargers and two (2) AC chargers together with corresponding works and services. The project will contribute to the UN Sustainable Development Goals and serve as a demonstrative smart energy solution with potential for local replication.
The objective of this project is to deliver a reliable, cost-effective, and intelligent charging hub with integrated smart facility features. As the installation is intended to serve as a national and international showcase, UNDP ITM requires high standards of quality, performance, safety, and aesthetics. This document defines the site-specific information, minimum technical requirements, and installation standards for the project.

The bidder shall submit a comprehensive proposal for a turnkey electric vehicle charging hub based on the following scope of work:
  1. Supply and delivery of four (4) DC fast chargers and two (2) AC chargers
    1. Lot 1 Four (4) DC fast chargers with a minimum 60 kW per charging station;
      • Lot 2 Four (4) DC fast chargers with a minimum 100 kW per charging station;
      • Two (2) AC charging stations with a minimum rated power of 22 kW each.
  2. Installation, User Acceptance Test (UAT), and Commissioning of the complete solution
  3. Integration of the complete solution into the SENELEC network
  4. Provision of bi-annual preventive maintenance visits and after-sales service by the local partner for 1 year, resulting in a total of two (2) visits annually.
  5. Training of the SENELEC operators and SENTER/SETER team on system operation and maintenance to ensure knowledge transfer continuity after the first year of after-sales services provision.

The procurement includes two alternative configurations for the DC charging infrastructure:

  1. Lot 1: Four (4) DC fast charging stations with a minimum rated output power of 60 kW per charging station; or

  1. Lot 2: Four (4) DC fast charging stations with a minimum rated output power of 100 kW per charging station.

The two lots represent alternative technical configurations for the same charging hub and are not cumulative. Only one of the two DC charger configurations will be selected for contract award.

Bidders may submit proposals for one or both lots. Where a bidder submits proposals for both lots, the technical and financial offer for each lot shall be clearly identified and separately priced.

The two (2) AC chargers and all associated installation, commissioning, monitoring, training, warranty, and after-sales service requirements are common to both configurations unless otherwise stated.
