Call for External Collaborator - (International External Collaborator) Development and Institutionalisation of Standard Operating Procedures for the Central Labour Inspectorate of Kosovo, ILO DWT/CO-Budapest/Labour Inspectorate Efficiency Project Kosovo

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The assignment will support the Central Labour Inspectorate (CLI) of Kosovo in developing, validating and finalising institutional Standard Operating Procedures (SOPs) for its core labour inspection and supporting processes. The SOPs will build on existing CLI practices, applicable legislation, ILO guidance, international good practices, and workflows developed through the Electronic Case Management System (ECMS). The work will cover key inspection processes, including planning and targeting, case assignment, preparation and conduct of inspections, documentation and evidence, enforcement and follow-up, complaints, case closure, reporting, records management and quality assurance. The SOPs will integrate the use of the ECMS and clarify responsibilities, workflows, decision points and required controls. The assignment will also address impartiality, confidentiality, conflicts of interest, lawful entry and evidence, risk and complaint-based planning, proportional enforcement, imminent-danger measures, follow-up and appeals, including agricultural labour inspection. The SOPs will follow the inspection cycle and ensure alignment with relevant ILO standards and applicable Kosovo legislation.
