Description
The Food and Agriculture Organization of the United Nations (FAO) seeks to pre-qualify qualified organizations to support the assessment, revision and implementation planning of Protected Area Management Plans (PAMPs) in two pilot protected areas: Chon-Kemin State Nature Park in Kyrgyzstan and a pilot protected area in Uzbekistan (site to be confirmed). The assignment will also support the development of practical Technical Guideline(s) for protected area management planning and landscape-level biodiversity connectivity. The assignment will be implemented over a period of 12 months through parallel and coordinated workstreams in the two countries. The Service Provider shall ensure a consistent methodological approach, common technical and quality standards, and overall coherence across the two pilot areas, while adapting the approach to the ecological, socio-economic, institutional and legal context of each country and pilot protected area. The Technical Guideline(s) shall provide practical approaches and tools for assessing existing Protected Area Management Plans and their implementation; preparing and updating management plans; monitoring implementation and management effectiveness; supporting adaptive management and periodic review; and identifying areas of high biodiversity value and developing strategies to maintain and strengthen ecological connectivity among such areas at landscape level. The Guideline(s) shall draw on experience and lessons generated through the two pilot applications. The selected Service Provider shall support FAO and the relevant national authorities through technical assessments, field-based analyses, stakeholder engagement and participatory planning, GIS and spatial analysis, zoning, preparation of action and implementation plans, monitoring frameworks, capacity development and on-the-job coaching, and knowledge transfer. The assignment shall also include the development of targeted awareness-raising and communication materials for global/international and grassroots/local audiences, with particular emphasis on biodiversity conservation, climate change adaptation and mitigation, and sustainable forest management. Within this context FAO Sub-regional Office for Central Asia is intending to sign Letter of Agreement among Non-Governmental Organizations to be awarded with a contract for twelve (12) months.
