Should it be determined, through the execution of these works that a bridge is required, appropriate amendments shall be made to the scope.Alignment subgrade soil investigationThe assignment duration is revised to 4 months.Could the Client confirm whether the CBR testing may be increased to approximately 2km intervalsCBR frequency testing shall be maintained as provided in the terms of reference. The sampling and testing procedures shall be guided by standards and guidelines as provided in the Terms of Reference.Dear UNOPS Procurement Team,Following our review of the RFQ, Terms of Reference (TOR), Returnable Quotation Forms, Price Schedule and draft Consultant Services Contract, we would appreciate clarification on the following points to ensure that our technical and financial proposal is prepared on a consistent and comparable basis.A. Geotechnical Survey, Soil Investigation and Pavement Evaluation1. Geotechnical Investigations for the bridgesThe ToR requires geotechnical investigations at possible/potential bridge sites, including test pits or boreholes at four separate points at each junction and at twenty additional locations to establish the subsurface material profile. However, the specific locations of the proposed bridge sites have not been indicated.Since the project comprises 17 roads, it would be helpful if the approximate locations and anticipated number of bridge sites could be identified to enable the Consultant to adequately estimate the associated costs in the financial proposal.Alternatively, if the bridge locations have not yet been identified at this stage, could the Client consider including a provisional sum in the financial proposal for the required bridge geotechnical investigations?2. Alignment subgrade soil InvestigationThe ToR requires subgrade soil sampling at approximately 500 m intervals, with the specified laboratory tests, including CBR and. Since CBR testing requires a minimum of approximately six days per sample including 4-day soaking period, conducting CBR tests at every 500 m may have significant time implications given the contract duration.Could the Client confirm whether the CBR testing frequency may be increased to approximately 2 km intervals, while maintaining the 500 m sampling frequency for soil classification and index tests? Additional CBR tests could be conducted at shorter intervals where significant changes in soil conditions or weak/problematic subgrade are encountered.

New clarification added: Refer to the answer in question 4 above. However, for emphasis: The Somaliland registration should be valid at the time of submission. However, in case the actual renewed certificate is not ready, there should be evidence of intention to renew by submitting receipts of payment for renewal, or email or system notifications which show that you started the renewal action before the bid submission deadline.Dear PTPlease clarify whether a bidder with a valid Somalia Company Registration Certificate and an expired Somaliland registration/license can submit the bid and renew the Somaliland registration/license during the evaluation period, or whether the Somaliland registration/license must be valid at the time of bid submission.

New clarification added: Correct. Under Somaliland Companies Law No. 80/2018, a company incorporated outside Somaliland must register locally as a foreign company before carrying out business in Somaliland.The Somaliland registration has to be obtained before bid submission or evidence of renewal receipts or acceptance notification from the Somaliland Registration of company authorities.You can also take advantage of a Joint Venture and partner with another company that already has registration in Somaliland.Refer to Returnable Form E (Joint Venture) in section III.

Existing culverts and drainage structures:The 2-cell culverts described here are separate culverts identified by the Client that are not part of the project roads. The project roads shall have culverts as shall be proposed by the outcome of hydrological analysis.7. ESIA and RAP Activities: The Consultant is not expected to undertake full ESIA and RAP processes. The scope is limited to the site investigations, E&S baseline assessments, stakeholder consultations, data collection required to inform and support the subsequent preparation of the applicable E&S instruments, including the RAP, ESMPs, SEP and Gender Assessment. Accordingly, dedicated Social/Resettlement and Gender Specialists are not required as additional positions within the Consultant’s minimum team for this assignment. The TOR requires an Environmental and Social Expert to lead and coordinate the E&S data-collection activities.8. Environmental and Social Key Personnel and Deliverables: a) Yes, an environmental and social expert is a mandatory key personnel position under the assignment, as specified in the TOR. b) the definitive E&S deliverables are as specified in the TOR, including the applicable reports, databases and datasets identified under the relevant deliverable requirements. 9. The formal establishment of the RAP cut-off-date is the responsibility of the municipal authority. The Consultant is required to assist the municipal authority in this process and undertake the PAP census and related RAP data collection activities accordingly. 10. The Municipality will provide the venue and organize all logistics, materials and costs associated with the capacity building activities, as specified under Section 5.5 of the TOR. The Consultant will be responsible for delivering and facilitating the required workshops and on the job training.
