Programme Implementation Facilitator – Niue

UNDP seeks to engage a National Consultant as Programme Implementation Facilitator to support the coordination, implementation, monitoring and reporting of UNDPs project portfolio in Niue and to facilitate synergies among UNDP-supported initiatives and development partners.

The consultant will work under the supervision of the UNDP Deputy Resident Representative and in close coordination with the Resident Coordinators Office, Government of Niue, development partners, civil society and other relevant stakeholders.

The assignment will provide implementation and stakeholder coordination support across the following areas:

  1. BIOFIN Project – support to technical inputs, stakeholder engagement, missions, consultations, validation and Government endorsement of BIOFIN outputs.

  2. GEF-8 SCCF Project Preparation Grant – provide national stakeholder engagement and on-the-ground coordination support for development of the Niue Infrastructure, Ecosystems and Communities Integrated Project.

  3. Pacific Parliament Effectiveness Initiative – support the Niue Legislative Assembly with project planning, implementation, monitoring, reporting, events and communications.

  4. GEF Small Grants Programme – support grants monitoring, Steering Committee meetings and UNDP field missions.

  5. Support to the UN Resident Coordinators Office – facilitate UN missions, protocol, CIPS reviews, workshops, launches and Joint Steering Committee meetings.

The consultant will also coordinate communication with the Office of the Secretary to Government and the Office of Foreign Affairs, including advance notification of UNDP and UN missions and submission of monthly written reports covering activities undertaken, planned activities, upcoming missions and briefings, issues requiring Government attention and required government support.

The assignment is for 120 working days within the period 1 September 2026 to 31 August 2027, with the duty station in Alofi, Niue. The consultant will provide their own laptop, internet, telephone and other necessary working facilities.
