Legal Expert to Develop Legislative and Regulatory Proposals for the Revision of Albania’s Tourism Law, ILO DWT/CO-Budapest: LEAP and ESAP3 Projects

Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The assignment will support the ongoing revision of Albania's Law on Tourism by translating evidence and recommendations from the Korçë Short-Term Rental (STR) Formalization Pilot into focused legislative and regulatory proposals. The external collaborator will review the legal framework governing tourism and STR accommodation, analyse the pilot's Rapid Regulatory Impact Assessment, Gap Analysis, Policy Discussion Paper and related findings, and review selected international and regional practices. The expert will identify key legal gaps and harmonization needs across tourism, business registration and taxation; prepare a concise legislative options note; draft amendments to the Law on Tourism and recommendations for related secondary legislation; prepare a legislative matrix, legal rationale and implementation considerations; support technical consultations with relevant stakeholders; and finalize the legislative recommendations.
