New clarification added: One of the bidders is asking the following question and UNOPS’s feedback is as below:Question: Under “Partial bids” in the tender particular states that bidders may quote for one or more of the lots identified in this tender, and that evaluation will be done per lot. However, under "Evaluation method details," it states: "Although the tender consists of two lots, the award shall be made to only one lot. The contract will be awarded to the lowest-priced, technically compliant lot." Please confirm whether the tender is structured for award one or more of 11 lots or only a single lot across the entire tender will be awarded regardless of how many lots are bid.UNOPS’s response: Please be informed that evaluation will be done per lot. Amendment VI has been issued to modify the clause to align with the tender document.

New clarification added: One of the bidders is asking the following question and UNOPS’s feedback is as below:Question: There is one bidder raise concern related to battery shipping restriction in Lot 5 Laryngoscope for air freight. Please confirm whether Lot 5 Laryngoscope sets may be supplied without batteries, with the required battery type clearly specified for local procurement in Samoa. Alternatively, if the batteries are mandatory with each set, the bidder kindly requested to extend the delivery period from 90 days to 120 days to ship via sea freight.UNOPS’s Response: Please be informed that the bidders are quested to offer the product in compliance with technical requirements. The mode of transportation is open for both air freight and sea freight. Due to the project timeline constraints, the extension of delivery period still remains unchanged as 90 days from the date of PO issuance.

New clarification added: Question: We would like to inquire whether it would be possible to separate the non‑medical/hospital equipment currently included under Lot 8, specifically the pallet lifting trolley, into a standalone Lot due to we are unable to submit an offer for lots that include non-medical items. A separation of the pallet lifting trolley into its own lot would enable to participate in Lot 8 as well, while maintaining strict compliance with the solicitation’s technical requirements.UNOPS’s Response:Kindly note that the grouping of items under Lot No. 8 was deliberately structured to achieve logistical efficiencies and facilitate the delivery and contract management through a single bidder. Accordingly, the current lot structure has been established based on the overall procurement and logistical requirements, and any changes to the grouping cannot be accommodated at this stage of the procurement process.

New clarification added: One of the bidders is asking the following question and UNOPS’s feedback is as below:Question: As the requirement of supplied completed with batteries or rechargeable battery / power accessories required for operation in Lot 5 - Laryngoscope, could you kindly confirm whether:(a) the laryngoscope sets may be supplied WITHOUT batteries included in the set, with the required standard battery type (e.g. C/AA cells) clearly specified in the user manual so they can be readily procured locally in Samoa; or(b) batteries must be included in each set, in which case we would plan delivery by sea freight within the 90-day delivery period.UNOPS’s response: The bidders are requested to offer the product in compliance with the technical requirement. New clarification added: One of the bidders is asking the following question and UNOPS’s feedback is as below:Question #1: Are after-sale services mandatory for surgical instruments?Question #2: Since there is the requirement of proceeding customs clearance in Samoa and delivering all required goods to the recipient sites, please ensure that all bidders have capability to handling customs clearance in Samoa. The information related to local partner or local freight forwarder is required to provide at the time of offer submission.UNOPS’s response: Kindly note that, for international bidders, the engagement of a local freight forwarder/local agent is mandatory for all lots. The local freight forwarder/local agent will be responsible for customs clearance and inland transportation within the country of receipt. However, the requirement to engage a local service provider/local agent for installation, training, and after-sales services is applicable only to those specific lots/equipment for which such services are required, as indicated in the tender requirements.

However, the current situation is required a local joint venture / partnership for installation and after-sales services. We are kindly requested to waive local joint venture requirements and propose online and training online (remotely).UNOPS’s Answer: A local partner or local freight forwarder is required for this tender to ensure the proper installation and/or assembly of the supplied products, provision of after-sales service, where applicable, and the timely completion of customs clearance and inland transportation to the designated final delivery locations within Samoa. Accordingly, the engagement of a local partner and/or local freight forwarder (as applicable) is mandatory for all international bidders.
