New clarification added: Bidder's Query - Please clarify on the below for item Anaesthetic MachineDo the vaporisers need to be Pour Fill or Quik Fill? (Do the vaporisers have a fixed connection for the AA supplier or are they generic bottles supplied with a screw top)Do you know what type of scavenging system they have: High Pressure – Low Flow? Or Low-Pressure, High-Flow?What type of hose connections to the wall are used? SIS hand wheels or other DIN (German???)We assume that 5m medical hoses will be suitable? Do you know what devices they are replacing or expanding fromUNOPS Response - Please find the below responses for each point.Q1. Keyed filling is required. The anaesthesia workstation shall be supplied with one Sevoflurane and one Isoflurane agent-specific vaporizer, calibrated and temperature/flow compensated, with an appropriate agent-specific keyed filling system. Pour-fill vaporizers are therefore not the intended configuration. The filling arrangement shall be compatible with commercially available anaesthetic-agent containers using the appropriate manufacturer-standard keyed adaptor/filling system and shall not unnecessarily restrict procurement to a single anaesthetic-agent supplier.Q2. The bidder shall provide the required anaesthetic gas scavenging interface and shall clearly state the vacuum/flow requirements of the offered system to enable compatibility to be checked against the hospital's installed central scavenging system. The tender does not prescribe a specific high-pressure/low-flow or low-pressure/high-flow interface configuration. Q3. The medical-gas hoses shall be provided with gas-specific probes compatible with the existing German DIN-type medical-gas terminal outlets at the intended facilities. The equipment-end connectors shall be appropriate to the offered anaesthesia workstation.Q4.Yes. A 5 m hose length is acceptable, provided the hoses are medical-gas specific, compliant with the applicable medical-gas hose standard, and supplied with the required DIN-compatible terminal probes. Q5.The tender does not specify compatibility with any particular existing make or model of anaesthesia machine. Therefore, bidders should base their offer on the technical requirements stated in the tender, including compatibility with the specified hospital medical-gas infrastructure, rather than compatibility with an incumbent anaesthesia-machine manufacturer.

New clarification added: Bidder's Query - Regarding the tender ITB/2026/64091, lots 6 and 7, steriliser and autoclaves. The specifications and related documents have outlined the proposed installation facilities, however this is too general. Within the Upolu and Savaii Rural Heath facility there are 10 clinics. The autoclaves require 415VAC 3 phase power, water at a minimum of 2 atm/30 psi pressure and a drain capable of accepting high temperature water and steam. Insufficient time has been allowed to adequately ensure these conditions are met at each facility, since we don't know exactly where they are and who would be suitable as a contact there to provide this information. As bidders we are not able to provide infrastructure works completely blind of the details for each faciity. Our expectations would be that suitable power and water is available to site. Are UNOPS willing to accept autoclaves delivered to site as specified in the spec requirements where on-site provision has not yet been made in that facility to accomodate 415 VAC/3 phase power or where inadequate plumbing and drainage is immediately available for installation?.UNOPS Reply - Please note that the designated end users are responsible for ensuring that the required site infrastructure and installation conditions are available and/or appropriately arranged in accordance with the technical specifications, including the required power supply, water pressure, plumbing and drainage facilities.UNOPS will facilitate and coordinate the necessary arrangements in consultation with the respective end users and the Ministry of Health (MoH/DOH), as applicable, to ensure that the required installation conditions are addressed at the designated facilities. Therefore, bidders may proceed based on the installation requirements specified in the solicitation documents. Any necessary site-specific arrangements will be coordinated with the respective end users and relevant authorities during the implementation stage. Further site-specific information, including the exact installation locations, facility availability, relevant contact persons, etc., will be provided to the successful bidder upon contract signature.

New clarification added: Bidder's Query - We are currently in the process of preparing our proposal for the project: Supply of Medical Equipment for Samoa (Case No. 64091). Upon reviewing the technical specifications, we would like to request further clarification regarding Section 4.1: Desirable / Optional Features. The section lists the following features:Automatic CTG/NST analysis or interpretation.Cross-channel verification or equivalent function to reduce the risk of recording the same fetal heart rate on both channels during twin monitoring.Maternal parameters such as maternal pulse/ECG, NIBP, and SpO2.Network connectivity to a central obstetric monitoring or electronic medical record system. As the inclusion of these features will significantly influence both the selection of the product model and the final financial offer, could you please provide guidance on the following points:Mandatory vs. Optional: Are these features required to be included in the base configuration of the offered model to be considered technically compliant? Or should they be quoted separately as optional add-ons?Evaluation Criteria: If these features are treated as "Desirable," will a proposal that includes them receive additional technical points or a higher ranking during the evaluation process compared to a proposal that does not?Your clarification on these requirements is essential for us to ensure that our technical and financial proposals are fully aligned with the needs of the project and the local clinical environment in Samoa.UNOPS Reply: Please note that Section 4.1 – Desirable / Optional Features under Lot 4 has been removed from the Technical Specifications.Amendment III has been issued accordingly. Please refer to the revised Section III – Returnable Bidding Forms under the Documents tab.

New clarification added: Bidder's Query - We are reviewing the technical specifications and quantity requirements for Lot 4 (Fetal Monitors) and have noted a potential discrepancy regarding the number of FHR and TOCO transducers. Could you please clarify the exact quantities required based on the following observations:Main Unit Requirements (Item 1): The specifications state a requirement for 15 units of the main host. It further specifies that each unit should be equipped with 2 FHR transducers and 1 TOCO transducer. Based on this, the total count should be 30 FHR and 15 TOCO transducers.Accessory Listing (Item 2): However, under Item 2, the requirement for FHR transducers is listed as 10 units. Our specific questions are:Does the requirement in Item 2 (10 units) refer to additional spare parts in addition to the ones provided with the 15 main units?Or is there a revision to the total quantity of accessories required for the entire project?Additionally, could you please confirm if a specific percentage or quantity of recommended spare parts should be included in our financial proposal?UNOPS Reply: Both Item 1 and Item 2 are required. The 10 pcs of Fetal Monitor US Transducers under Item 2 are required separately, in addition to the transducers to be supplied with the Fetal Monitors under Item 1.The Fetal Monitor US Transducers offered under Item 2 shall be fully compatible with the Fetal Monitors offered under Item 1.Bidders are requested to quote accordingly.

New clarification added: Bidder Query : Regarding the requirement of Authorised Agents/Distributors, we would like to seek your clarification: May we engage a local agent based in Fiji who will be responsible for on‑site installation, commissioning and full after‑sales service support for this tender in Samoa?
