National Language Data Governance and Digitization

The United Nations Development Programme (UNDP) Rwanda, in collaboration with the Rwanda Cultural Heritage Academy (RCHA), invites qualified consulting firms to submit proposals for the provision of Consultancy Services for National Language Data Readiness, Governance, and Coordination for Artificial Intelligence. The assignment aims to establish the governance structures, technical infrastructure, and operational capacity required to transform Rwandas Kinyarwanda language resources into high-quality, AI-ready datasets. The selected firm will undertake a national language data assessment, develop a data governance framework, establish a secure digital repository and metadata catalogue, digitize and process archival and library collections, prepare AI-ready text and speech datasets, engage the local AI ecosystem, and build the capacity of RCHA and relevant government institutions to sustainably manage these assets. 

Interested firms are requested to review the complete solicitation documents and submit their proposals through the UNDP Quantum Supplier Portal within the deadline indicated in the system. Proposals must demonstrate the firms relevant experience, technical expertise, proposed methodology, workplan, and personnel in accordance with the requirements set out in the Request for Proposal. Only proposals submitted through the designated online portal and meeting the eligibility and qualification requirements will be considered for evaluation.
