New clarification added: Medical Company Empirica LLC is an experienced supplier of laboratory and medical equipment, reagents, and consumables, as well as an official partner and distributor in Ukraine for many leading global manufacturers of laboratory equipment. As a recurring participant and awardee in projects implemented under the auspices of the World Bank, with a proven track record of successfully executing large-scale equipment supply contracts, we are addressing you regarding the technical specifications for the tender E-Sourcing reference no: RFQ/2026/64273, Provision of Blood plasma defrost Mykolaiiv oblast. We would like to specifically highlight that item appear to be tailored specifically to the technical specifications of particular devices from a specific brand and represent their proprietary design features. This substantially restricts the pool of participants, creates unfair competitive conditions, and reduces the procurement efficiency in terms of addressing the clinical needs of the healthcare institution. In this regard, we respectfully request a review of the requirements in accordance with the criteria.1.11. Current version of technical specifications: Option for integration of a barcode scanner.Offered version of technical specifications: Deletion of the requirement for barcode scanner integration (or making it optional/non-mandatory).Explanation: The primary and essential function of a blood plasma thawer is strictly the safe, uniform, and precise thermal thawing of blood components to preserve critical plasma proteins. A barcode scanner is an auxiliary peripheral feature that has no impact on the biological safety, temperature accuracy, or operational effectiveness of the thawing process. Making barcode integration a mandatory requirement creates an artificial technical barrier, excluding high-quality equipment focused purely on reliable thawing performance. This requirement restricts competition and forces the procuring entity to pay for non-essential features, violating public procurement principles of non-discrimination and rational spending. Removing this requirement or making it optional opens the tender to fair competition without compromising clinical safety or performance.1.12. Current version of technical specifications: Integrated water quality monitoring system with notification indicating when water replacement is required.Offered version of technical specifications: Integrated water quality monitoring system with notification indicating when water replacement is required, OR an automatic water drainage system after each thawing cycle ensuring water renewal.Explanation: The purpose of monitoring water quality and notifying the user is to ensure hygiene and signal when contaminated or reused water needs to be replaced. Equipment equipped with an automatic water drainage system at the end of every thawing cycle inherently guarantees clean conditions by renewing the water, rendering manual monitoring and notifications redundant. Requiring a specific sensor-based monitoring mechanism discriminates against superior or equivalent architectural solutions that handle water hygiene automatically. Amending the specification to accept automatic water discharge after each cycle maintains the highest standards of safety while ensuring equal treatment of bidders and fair competition in the procurement process./Dear Bidder, Please find below the clarification on your questions.UNOPS has reviewed the requests with consideration of the required clinical functionality, operational needs of the end user, and the objective of maintaining adequate competition.Requirement 1.11 – Barcode scanner integrationThe request is accepted.UNOPS agrees that barcode scanner integration is an auxiliary data-management functionality and is not essential to the primary clinical function and performance of the plasma thawing equipment.Revised Requirement 1.11:Option for integration of a barcode scanner – optional, if available. Requirement 1.12 – Water quality monitoringThe request is partially accepted.UNOPS agrees that the intended functional objective is to ensure appropriate water hygiene and timely water replacement rather than to prescribe a specific sensor-based technical solution. An automatic drainage and water renewal system may therefore be considered an acceptable alternative, provided that it is an integrated manufacturer-designed function of the offered equipment.Revised Requirement 1.12:Integrated water quality monitoring system with notification indicating when water replacement is required, OR an automatic water drainage/renewal system ensuring replacement of the water after each thawing cycle, or an equivalent manufacturer-designed solution ensuring appropriate water renewal and hygiene.Thank you.Procurement Team.

New clarification added: Dear Bidder,Thank you for your questions and proposed amendments regarding the technical specifications for RFQ/2026/64273 – Provision of Blood Plasma Defrost, Mykolaiv Oblast.UNOPS has reviewed the requests with consideration of the required clinical functionality, operational needs of the end user, and the objective of maintaining adequate competition while ensuring the required performance and safety of the equipment.Requirement 1.4 – Capacity. The requirement will be amended as follows: Capacity of at least 4 blood bags of up to 500 mL or at least 8 blood bags of 250 mL.The revised requirement maintains the required operational capacity while allowing equipment accommodating commonly used blood component bag volumes.Requirement 1.7 – Water reservoir hygiene/disinfectionThe request is partially accepted, UNOPS agrees that the technical requirement may be expressed in functional terms and should not be limited exclusively to UV LED technology. However, the proposed solution must provide an effective and manufacturer-supported method for maintaining water hygiene and minimizing microbial contamination of the reservoir.Revised Requirement 1.7: Integrated system or manufacturer-designed method for maintaining water hygiene and minimizing microbial contamination of the water reservoir, such as UV/UV-LED disinfection, automatic water drainage, integrated disinfection/cleaning functionality, or an equivalent manufacturer-validated hygiene solution. The bidder shall describe the offered hygiene/disinfection method and provide supporting manufacturer technical documentation.Requirement 1.8 – DisplayUNOPS agrees that a specific touchscreen technology and minimum 7-inch screen size are not essential provided that the device enables clear monitoring and control of the thawing process. Revised Requirement 1.8: Integrated digital display/interface providing clear monitoring and control of relevant operational parameters, including at least temperature, thawing/process time and device/process status and alerts, as applicable.Requirement 1.9 – Process records / traceability The request is partially accepted.UNOPS agrees that a built-in thermal printer should not be the only acceptable technical solution. However, an independent thermometer alone is not considered equivalent to process traceability, as temperature measurement without recording or storing the relevant thawing-cycle information does not provide a process record.Revised Requirement 1.9:System/capability for recording and/or documenting thawing process data for traceability, through a built-in printer, electronic process/data logging, data export, external printer connectivity, or equivalent means allowing retrieval or documentation of relevant thawing-cycle information.Requirement 1.10 – Ethernet/LAN connectivityEthernet/LAN connectivity is not considered essential to the primary clinical function of the equipment and therefore will not be mandatory.Revised Requirement 1.10:Ethernet/LAN or other network interface for remote connectivity and/or data management – optional, if available. Thank you.Pricurement Team.
