UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for the Living Lab Implementation and Team Support Partner for RE:ACT – Youth Innovation Challenge for Resilient Communities.

Viet Nam is undergoing rapid digital transformation while facing increasing social, economic and environmental challenges affecting communities across the country. Climate change, natural disasters, urbanization, environmental degradation, digital divides and unequal access to opportunities continue to create new vulnerabilities, particularly for young people and communities in exposed or underserved areas. At the same time, Viet Nam has a dynamic youth population and a fast-growing innovation ecosystem, creating significant potential for young people to apply technology, entrepreneurship and creative problem-solving to real development challenges.

Young people are increasingly interested in using digital tools, innovation and entrepreneurial approaches to address issues affecting their communities. However, many youth-led ideas remain at an early stage and require structured support to move from concept to prototype, testing and implementation. Young innovators often need access to mentors, technical experts, public sector stakeholders, private sector actors, universities, innovation hubs, startup networks and community partners in order to test their ideas, strengthen their solutions and connect with real users.

In this context, UNDP Viet Nam, with the support of Samsung, will implement RE:ACT – Youth Innovation Challenge for Resilient Communities. The programme aims to mobilize young people in Viet Nam to develop innovative, practical and technology-enabled solutions that strengthen community resilience and respond to local development challenges. RE:Act will support youth-led teams through outreach, application and selection, mentoring, incubation and/or Living Lab activities, prototype development, user validation, stakeholder engagement and final showcase activities. 

OBJECTIVES OF THE ASSIGNMENT

The overall objective of this assignment is to engage a qualified national innovation ecosystem organization to provide technical support to the implementation of Living Labs component under RE:ACT – Youth Innovation Challenge for Resilient Communities, implemented by UNDP Viet Nam with the support of Samsung.

Specifically, the assignment aims to:

  • provide structured technical accompaniment to selected youth-led teams throughout the Living Lab phase to strengthen the quality, feasibility and implementation readiness of their solutions;
  • facilitate prototype testing, user validation and solution refinement through practical implementation support and coordination with Living Lab host organizations;
  • strengthen participating youth teams by providing continuous technical accompaniment, and coordination with technical advisors/mentors throughout the programme, enabling teams to progressively refine, test and validate their solutions;
  • mobilize and coordinate 05/10 core mentors, Living Lab host organizations, universities and other implementation partners to provide practical learning opportunities, technical guidance and real-world testing environments for participating teams;
  • contribute to broad and inclusive participation in the programme by supporting community outreach, University Roadshows and engagement with startup communities, youth organizations and innovation support actors, with the aim of attracting at least 200 eligible applications from across Viet Nam;
  • contribute to effective programme monitoring, knowledge documentation and learning by maintaining implementation records, tracking team progress, documenting lessons learned and supporting programme reporting.
