New clarification added: Question:Subject: Clarification on BRC Fence Quantity – BOQ Item No. 11.1Dear UNOPS Team,With reference to BOQ Item No. 11.1 for the supply and installation of the BRC welded wire mesh fence, we noted a significant discrepancy between the quantity stated in the BOQ and the dimensions shown in the drawings.According to Drawing No. TH3-5-STR-8, Sheet No. 33, the fenced area around each pump station measures approximately 15 m × 7 m, giving a total perimeter of:(15 + 7) × 2 = 44 linear metres per pump stationAccordingly, the total perimeter for the eleven pump stations would be:44 m × 11 stations = 484 linear metresHowever, BOQ Item No. 11.1 specifies a total quantity of 11,000 linear metres, which is substantially greater than the quantity calculated from the drawings.Please clarify the following:Whether the BOQ quantity of 11,000 linear metres is correct or a typographical error.Whether the fence is intended to be installed at any additional locations or facilities not indicated in the issued drawings.If additional fencing locations are required, please provide the relevant layouts, locations, dimensions, and detailed drawings.If the quantity is incorrect, please issue a revised BOQ confirming the correct quantity to be priced.Please also note that the BRC gates are separately listed under BOQ Item No. 11.2. New clarification added: Question:Dear Sir/Madam,With reference to the approved BRC fence drawings, we kindly request a review of the specified structural sections for the fence system.Our review indicates that the drawings adopt the same structural specifications and steel pipe section (Ø100 mm) for both the gate posts and the regular fence posts. However, gate posts are normally designed to withstand higher loads resulting from the gate weight, movement, and operational forces, whereas regular fence posts are subject to considerably lower loads.Applying the gate-post structural section to the entire fence length results in substantial over-specification of the regular fence posts. These sections are also significantly larger than those commonly used and readily available for similar fencing systems in the Iraqi market.Consequently, the supply and installation cost per linear metre is expected to be approximately three times the customary market rate for similar BRC fencing works. Considering the substantial total length of fencing included in the project, this specification will have a significant impact on the overall project price.We therefore kindly request the Employer/Engineer to review the fence design and consider specifying separate, structurally appropriate sections for:Regular fence posts.Corner and end posts.Gate posts.Alternatively, we request confirmation that the Contractor may propose an equivalent and more economical fencing system using locally available materials, supported by the necessary technical data and structural calculations, for the Engineer’s review and approval.We fully acknowledge that any revised or alternative solution must satisfy the required structural stability, durability, safety, and performance criteria. This request is submitted to achieve a technically adequate and commercially reasonable solution and to avoid unnecessary cost implications for the project.Your review and clarification before the tender submission deadline would be highly appreciated.UNOPS REPLY:Please adhere strictly to the provided drawings and specifications and ensure that your submitted prices accurately and precisely reflect all requirements specified therein.

New clarification added: Question:Clarification Request – ITB/2026/64157 – Key Personnel Documentation DeadlineWith reference to the clarification concerning the submission of names and complete supporting documents for key personnel, the stated deadline reads “within seven (2) calendar days.” Please confirm whether the applicable deadline is two (2) or seven (7) calendar days from receipt of UNOPS notification.Please also confirm whether, at bid submission, bidders are required to submit only a signed commitment regarding key personnel, while the names, CVs, qualifications and all supporting documents will be requested only if the bidder is recommended for award.UNOPS REPLY:- the applicable deadline will be within two (2) calendar days of receiving the UNOPS notification. The ''seven'' will be removed via amendment no. 2 which will be published soon.- At bid submission, bidders must submit confirmation that they will propose and mobilize personnel meeting the minimum qualifications listed under Part 3: Key personnel proposed. Bidders may also submit Schedule 0.5 [Format for Resume of Proposed Key Personnel] and Schedule 4.4 [Key Personnel] at the bid submission, or only after receipt of the UNOPS notification during the evaluation process.Non submitting names & CVs will not lead to offer disqualificaiton.

The English translation shown under Item 2 actually relates to and continues the description of Item 1 in both Lot 1 and Lot 2. The discrepancy occurred due to an Excel spreadsheet formatting/settings issue.item 1 (Provision of all equipment, instruments, materials, and labor required to perform additional soil investigations at a rate of one test location for each station site, with a minimum depth of (5 m), including excavation works, sampling, and carrying out all necessary confirmatory laboratory tests to verify the soil parameters and characteristics adopted in the design, including the Direct Shear Test, Soil Modulus, and Damping Characteristics, in addition to the preparation and submission of the approved geotechnical report.The item shall also include the review and verification of the structural designs for the station components based on the test results by an approved consulting entity, in accordance with the instructions of the Resident Engineer and the technical specifications.)item 2 (Preparing all the materials, equipment and machinery required to lay a plastic pipe with a diameter of (300) mm, pressure of (6) bar, with thrust under the main channel in a manner that is inside a pipe with a diameter of 400 mm, rotary drilling and thrusting (Jacking), including the price of the required materials of a gravel filter and all requirements, according to the levels, plans, technical specifications and the instructions of the resident engineer.)The amended BoQs will be published soon through amendment no. 2

Furthermore, according to the design and details provided in this tender, the fence posts are specified as pipes, which is consistent with a typical Chain-Link Fence system.Therefore, kindly confirm the following:Does “BRC Fence” refer to a Chain-Link Fence, manufactured according to the specified mesh size, wire diameter, dimensions, and other requirements stated in the tender?Or,Does “BRC Fence” refer to a different type of BRC/Welded Wire Mesh Fence rather than Chain-Link Fence?A Chain-Link Fence can be manufactured to meet the same specified mesh size, wire diameter, and other technical requirements.
