New clarification added: Questions:To ensure our technical compliance, we would like to seek your official clarification regarding our product certifications:1. Our contracting entity is newly incorporated in the United States, while our manufacturing facility and product lines are located in Taiwan. 2. The product holds a valid Class II Medical Device Registration Certificate issued by the Taiwan Food and Drug Administration (TFDA) and complies fully with ISO 13485 quality management systems.3. We are able to provide an official Certificate of Free Sale (FSC) issued by the Ministry of Health and Welfare of Taiwan.UNOPS Answer: Our Quality Assurance requirements are as follows. Please submit the certificates below during the bidding process.Valid EU CE or US FDA regulatory approval as Medical Devices or as “IVD” as applicableISO 13485: 2016 Quality Management System.-If you need to provide TFDA certificate from Taiwan , you have to send us a proof that its approved by ISO.Thanks 

New clarification added: Question : If we can't pay to deliver go Gaza, can we just  deliver to anywhere in West-Bank? UNOPS Answer:The successful bidder is requested to reroute the shipment to the West Bank at no additional cost only if COGAT approval is not granted for goods intended for Gaza.

New clarification added: Question:Are suppliers responsible to pay all the costs for transportation & getting the COGAT to deliver to GAZA?Will we be required to pay all the feest for delivery to Gaza? UNOPS ANSWER:Yes, the successful supplier is responsible for all the cost for transportation, while UNOPS will obtain approval from the Israeli Coordinator of Government Activities in the Territories (COGAT). If we can't pay to deliver go Gaza, can we just  deliver to anywhere in West-Bank?UNOPS Answer:Yes, this RFQ is issued under DAP 

New clarification added: Question: we would like to participate in this tender as joint venture , as one of the joint venture party have business license issued from Palestinian MOH ( which is mandatory requirement in this tender ) , whereas the other party doesn't have it  .  is this acceptable / eligible for participation in this tender ? and if yes , can we submit the external  auditor report 3 - years from one company or should be from both companies of the joint venture ? UNOPS Answer: Yes, you can particiate in this tender by submitting Form D: Joint Venture Partner Information Form. You can submit audit report of one of companies

New clarification added: Question:We would like to seek clarification regarding the tender requirement that all items must be available and supplied by the same company.While we understand the intention behind this requirement, we would like to express our concern that this condition may significantly limit competition, particularly for consumable items, where it is often difficult for a single supplier to maintain availability of all products included in the lot. In addition, this requirement may lead to higher pricing for the contracting authority, as suppliers may need to factor in the additional risks and sourcing costs associated with providing the complete items.Allowing partial awards or evaluating items individually could potentially increase competition among suppliers and result in more competitive pricing and better value for the organization. We would therefore appreciate your clarification on whether suppliers are required to offer all items, or whether partial offers for selected items may be considered.UNOPS Answer: Please see the amendment 1, which includes evaluation method: Item per item Basis. 

New clarification added: Question:With reference to the amendment published for the above-mentioned tender, we would appreciate your clarification regarding the acceptance of partial quotations.The amendment states that the bid evaluation will be conducted on an item-by-item basis. However, it is not clear whether bidders are allowed to submit quotations for only some of the required items, or whether they are still required to quote for all items.Therefore, kindly confirm whether partial quotations are allowed or not under the amended evaluation method.UNOPS Answer:Partial quotations are allowed as amendment 1 includes evaluation method of item per item basis. Evaluation method: Item per Item Basis. Please note that priority will be given to bidders who provide a price offer for all items, provided that the price difference for any individual item does not exceed 2% compared to the lowest price offered for that item. 

New clarification added: Quesion:The mandatory qualification documents include:● Three reference letters from previous clients.  Can we provide 3 past references as we are a prime supplier to the International Federation of the RED CROSS ?● Audited financial reports. OK ● Valid business licence issued by the Ministry of Health of Palestine. This is restricting the bidding process to Palestinian companies only ,kindly indicate clearly that Only palestinian suppliers are allowed .● Commercial registration from the Ministry of Economy  This is restricting the bidding process to Palestinian companies only ,kindly indicate clearly that Only palestinian suppliers are allowed.UNOPS Answer:International suppliers can participate in the tender with joint venture of companies which has a valid license issued by the Ministry of Health of Palestine or a local agent or official representative of Palestinian bidders.  

New amendment added #1: Dear Bidders,The purpose of this tender amendment is to change the evaluation method of bids from Lot basis to Item basis. Also to share the attached pre-bid meetining minutes with all bidders- Initial Evaluation Method: Partial quotations shall not be allowed. Bidders must quote prices for the total goods and/or services required.- Amended Evaluation Method: Evaluation of Bids will be carried out Item per item Basis- Pre-bid meeting minutes attached- Priority will be given to bidders who provide a price offer for all items, provided that the price difference for any individual item does not exceed 2% compared to the lowest price offered for that item.”Kind regards,
