UNDP-RFQ-2026-201: Supply of 300 CBDRM Kits
Background
Pakistan continues to face recurring climate-induced disasters that threaten lives, livelihoods, infrastructure, and social stability. Following the devastating 2022 floods, the country experienced another severe flooding emergency in 2025, further exacerbating vulnerabilities in already climate-stressed communities. According to national and humanitarian assessments, the 2025 floods affected millions of people across Pakistan, resulting in widespread displacement, destruction of homes and infrastructure, loss of agricultural livelihoods, and disruption of essential services. South Punjab, particularly the districts of Multan and Muzaffargarh, was among the hardest-hit regions, with extensive flooding damaging farmland, settlements, and community infrastructure while deepening multidimensional poverty and vulnerability.
In response, the United Nations Development Programme (UNDP) is implementing its flagship Flood Recovery Programme (FRP), a multi-sectoral initiative designed to support inclusive, climate-resilient recovery and strengthen long-term resilience in flood-affected areas of Pakistan. FRP delivers integrated support across the following key outputs:
1. Restoration of housing, and access to and/or revival of essential community services.
2. Restoration and strengthening of livelihoods and income generation capabilities.
3. Restoration and improvement of governance and service delivery.
4. Strengthening capacities for disaster preparedness and climate resilience.
Under Output 4, UNDP is implementing the project “Human Security through Youth-Led Disaster Risk Reduction and Community Resilience in Punjab” with support from the Government of Japan. The project adopts a human security and community-based disaster risk reduction approach to strengthen preparedness, resilience, and inclusive participation in flood-affected communities of Multan and Muzaffargarh districts in South Punjab. It focuses on strengthening local preparedness systems through youth-led and community-driven approaches that promote early warning dissemination, contingency planning, first response coordination, and inclusive participation of women, youth, and marginalized groups. Through the establishment of community preparedness groups and localized preparedness mechanisms, the initiative seeks to enhance communities’ ability to anticipate, withstand, and recover from climate-induced shocks while reinforcing social cohesion and linkages between communities and local institutions.
A capacity-building programme is being delivered to train community volunteers in disaster preparedness and first response. Following training, participants will operate with the support of the district government as a first line of community-level response. To enable them to apply the skills acquired, each trained participant will be equipped with a CBDRM Kit.
Objectives
The objective of this procurement is to ensure the timely supply of Community-Based Disaster Risk Management (CBDRM) Kits to equip community volunteers trained under the capacity-building programme in the districts of Multan and Muzaffargarh. Accordingly, the project aims to procure 300 CBDRM Kits together with 2 units of shared equipment, and to deliver these in accordance with the technical specifications set out in this document. The supplier shall provide complete kits strictly in accordance with the specifications provided. All items must be:
• Brand new, unused and not refurbished;
• Of high quality and durable for field use in flood conditions;
• Compliant with applicable national standards and regulations.
