Description
The purpose is to engage a qualified consulting and training firm to support the initial implementation of Priority One of the GLUCC Strategic Plan 2026-2028 through targeted technical assistance and structured capacity building for GLUCC’s three selected chambers (Chamber of Commerce, Industry and Agriculture of Zliten; Chamber of Commerce, Industry and Agriculture of Western Region Zuwara; and Chamber of Commerce, Industry and Agriculture of Jabal al Akhdar).  The overall objective is to reinforce the role of GLUCC as a strong, independent and representative Employer and Business Membership Organizations (EBMOs) in Libya.  The specific objective of the assignment is to strengthen GLUCC’s institutional governance framework and support the development of the capacities of GLUCC, structuring HR services and reinforcing overall GLUCC and selected chamber representatives' capacities through practical technical assistance and targeted training interventions. At the end of the intervention GLUCC has a usable foundational governance, HR and internal-capacity package that clarifies roles, decision-making, reporting lines, priority procedures, recruitment and onboarding controls, and training follow-up actions for selected chambers. for questions to be sent to "Libya-procurement@ilo.org" by 14 August
