Tender description: This ITB covers the supply of industrial machinery and vehicles under four (4) distinct lots.
The requirements include the following lots:

Important Note regarding Lots 1 & 2:
Lots 1 and 2 are mutually exclusive options for medium-duty trucks. UNOPS will award only one of these two lots based on budget availability and operational requirements. The non-selected lot will be excluded from the final contract award.
The detailed technical specifications, performance requirements, quantities, and scope of supply for each lot are provided in Section II – Schedule of Requirements and Section III – Returnable Bidding Forms of the bidding document.

- Lot 3: Co-Rotating Twin-Screw PET/PP Sheet Extrusion Line
- Lot 4 : PET Egg Tray Making Machine

New clarification added: Question 13 : The ITB requires edge trimming as part of the downstream equipment. An online edge-trim crusher, silicone-oil coating unit and corona treatment unit are not specified as mandatory requirements under Lot 3. Bidders shall provide the equipment required to meet the technical and performance requirements stated in the ITB.Best regards

New clarification added: Question 12 : The utility performance requirements stated in the ITB remain applicable, including minimum cooling capacity of 100 kW, compressed-air pressure of 6–8 bar and minimum extraction capacity of 1,500 m³/h. The supplier shall declare the required utility consumption and connection requirements for the offered line. Installation and associated works shall be provided in accordance with the scope specified in the ITB.Best regards

New clarification added: Question 11 : The ITB requires downstream equipment to include sheet winding or cutting but does not prescribe a specific center-winder configuration. Bidders shall propose a technically suitable configuration capable of meeting the specified finished-sheet dimensions, production capacity and performance requirements.Best regards

New clarification added: Question 10 : The ITB out lines the technical specification with a range of maximum and minimum to accommodate technically appropriate operating configurations within the specified range. Bidders shall propose their technical configuration in accordance with the requirements of the ITB and clearly indicate the proposed operating and maximum screw speeds in their technical offer.Best regards

New clarification added: Question 9 : Dear Sir/Madam,Thank you for your inquiry.For Lot 3, the ITB specifies an automatic feeding and dosing system with a minimum capacity of 500 kg/h and maximum rated capacity of 600 kg/h. The ITB does not prescribe a specific dosing technology, such as loss-in-weight continuous feeding or batch gravimetric feeding. The proposed system shall comply with the specified performance requirements of the ITB. Additionally, a PET crystallizer is not specified as part of the Lot 3 requirements.Best reagrds

Please note that export license applications, if applicable, can only be initiated after evaluation and award. Bidders are requested to include in their proposed delivery lead time all applicable processes, including any estimated export license processing time.

New clarification added: To: UNOPSRef.: ITB/2026/61614Tender Title: ITB Goods – Supply of Plastic Processing Machinery (PET/PP Sheet Extrusion & Egg Tray Making) and Medium-Duty TrucksDear Sir/Madam,With reference to the above-mentioned tender, and after reviewing the technical specifications for the Medium-Duty Waste Compactor Trucks (Lots 1 & 2), we would like to bring the following technical observations to your attention.These comments are based on our practical experience in supplying trucks and municipal vehicles to the Libyan market and are intended to ensure that the proposed vehicles are suitable for the actual operating and maintenance conditions of the targeted municipalities.1. Compactor Type – Monoblock CompactorThe specification requires a 5–6 m³ Rear-Loading Waste Compactor. However, for this category and size of medium-duty trucks, the Monoblock Compactor is the more commonly used and familiar solution in Libya.Monoblock compactors are easier for municipalities to operate and maintain, and local technicians are more familiar with this configuration. We therefore recommend considering a 5–6 m³ Monoblock Compactor as an alternative to the specified Rear-Loading Compactor.2. Transmission – Manual GearboxThe specification requires a Fully Automatic Transmission. In the Libyan market, automatic transmission is practically unavailable for this size and category of medium-duty trucks.The trucks commonly available and widely used by municipalities in Libya are equipped with Manual Transmission, which also provides easier maintenance and better availability of spare parts and technical support.We therefore recommend accepting a Manual Gearbox instead of the Fully Automatic Transmission.3. Emission Standard – Euro IV / Euro VThe specification requires Euro IV or Euro V emission compliance. We would like to highlight that these emission systems are not commonly used in Libya and may not be suitable for the quality of diesel fuel generally available in the Libyan market.This point is particularly important because unsuitable fuel may cause operational problems with the engine and emission-control systems and could also affect the manufacturer’s warranty.We therefore recommend reconsidering the required emission standard and selecting an engine specification suitable for the diesel fuel commonly available in Libya.4. PLC / Automatic Control SystemThe specification requires an Electronic PLC Automatic Control System. This system can be provided as requested; however, based on our experience, this type of control system is not commonly used on waste collection trucks currently operated by Libyan municipalities.Although technically available, we do not recommend it for this application in Libya, mainly due to maintenance requirements, troubleshooting complexity, and the availability of specialized spare parts and technical support.For long-term operation, a simpler and more serviceable control system would be more suitable for the local operating environment.In view of the above, we kindly recommend that UNOPS confirm these four technical requirements with the Ministry of Local Government and the municipalities targeted under this project before finalizing the required configuration.The purpose of these observations is to ensure that the trucks supplied under this tender are suitable for the actual needs of the Libyan municipalities, local operating conditions, maintenance capabilities, fuel quality, and availability of spare parts and after-sales support.We would highly appreciate your clarification and confirmation regarding the above points, which will allow us to prepare the most suitable and sustainable technical offer for the project.Best regards,vehicles altakamol ltdhttp://vichels.lyClarification: Dear Bidder,Thank you for the technical observations provided regarding the specifications for the Medium-Duty Waste Compactor Trucks under Lots 1 and 2.UNOPS appreciates the considerations raised regarding the local operating environment, maintenance capabilities, fuel conditions, availability of spare parts, and after-sales support in Libya.Following review of the observations, UNOPS confirms that the technical requirements specified in the ITB for Lots 1 and 2 remain unchanged.
