EW4All Global Baseline Household Survey – Data Collection and Fieldwork

Objectives of the Assignment

UNDPs EW4ALL Global Project Management Unit (PMU) seeks to engage a single qualified firm or consortium ("the Contractor") to deliver the complete field implementation of the FP258 baseline household survey across all seven participating countries, using a standardized global questionnaire and sampling protocol, under one contract and one quality-assurance standard. The Contractor may propose technical and operational refinements (such as review of tools to reflect local context) that do not materially affect this approach or the overall cost, subject to Global PMU clearance (Section 1) in order to establish operational capacity directly or through named local partners, in each of the seven countries;

1.       Recruit, train and certify competent, gender-balanced national field teams in every country, from one global training standard;

2.       Implement the household survey in all seven countries simultaneously, applying identical field and ethical protocols;

3.       Operate a single, centralized quality-assurance function with real-time visibility across all seven country data streams; and

4.       Deliver one consolidated, quality-assured seven-country dataset and report, with country-specific chapters/annexes in English language.
