Description
The Procurement Unit (PU) of the United Nations Office at Vienna (UNOV), representing the United Nations Office on Drugs and Crime (UNODC), is inviting qualified suppliers to submit their Expression of Interest (EoI) for a professional service provider for all-inclusive services for provide guidance, assistance, and relevant services to comply with the regulations of the Department of Environment and Natural Resources (DENR) through its Environmental Management Bureau (EMB) and secure the Environmental Compliance Certificate (ECC) for the Wharf Extension at Buliluyan Port, Philippines. Key Points: • Purpose: This EoI is intended to identify qualified vendors interested in participating in the solicitation process. It is not a request for a bid or proposal. • Who Can Apply: Global Suppliers. • Scope: Promptly and thoroughly assist the UNODC and PPA in preparing and submitting the documentation to secure the Environmental Compliance Certificate (ECC) and will be prepared in accordance with the scoping guidelines of DENR Administrative Order 2003-30. The Consultant will provide this support together with the other requirements until the ECC is successfully issued. • Submission Requirements: Interested vendors must complete and submit the attached Vendor Response Form, including their UNGM Vendor Registration Number. • Selection Process: UNOV will review the EoIs to select vendors for the competitive bidding process. Submission of an EoI does not guarantee an invitation to bid. • UNOV Rights: UNOV reserves the right to modify or cancel any part of this requirement at any stage of the EoI or solicitation process. Further details will be provided to vendors who express interest, through the official tendering documents. Specific Requirements/Information The vendor shall be able to secure the Environmental Compliance Certificate (ECC) for the Wharf Extension at Buliluyan Port, Philippines, including but not limited to: 1. Review and advise the UNODC and PPA: • The consultant shall review the project documentation and request additional information and/or documentation for the submissions to DENR; • Advise the UNODC and PPA on the process to obtain the ECC; • Conduct at least two on-site visits to proponent's project site; • Gather the primary and secondary data needed; • Identification, prediction and assessment of impacts during construction, operation and abandonment phase; • Report preparation, documentation and submission; • Documentation of social acceptability process; and • Overall project result examination. 2. Preparation of documents required by the DENR to obtain the ECC • Topographic and Hydrographic survey of Impact/Affected Areas. • Documents required by DENR to obtain the ECC, which depend on the process to obtain the ECC. For extension of the existing ECC, the following documentation is required: Programmatic Environmental Performance Report and Management Plan (PEPRMP) or updating the previous Project Description or the Environmental Management Plan. For a new single project the following documentation is required: Initial Environmental Examination Report (IEER), and/or Environmental Impact Statement (EIS), Initial Environmental Examination Checklist (IEEC), Project Description Report (PDR). 3. Process management • Assist the UNODC and PPA in preparing and/or collating the required documents to secure the certification. • Conduct document review prior to submission of application to DENR. • Submit the documents to the DENR. • Act as Liaison with DENR office until release of ECC Application Decision. • Shall include processing fees, certification, and other fees.
