RFQ-2026-10 Development of the HIV and AIDS Manual of Operational Procedures (MOP)

The purpose of this Request for Quotation (RFQ) is for UNAIDS to enter into a contractual agreement with a successful bidder and select a suitable contractor to develop the Manual of Operational Procedures (MOP) for the HIV and AIDS Program in the Philippines.
The provider shall be an individual operating in the field of public health with proven expertise in health policy development, health program management or public administration, health systems strengthening preferably in the HIV field.
Specifically, the contract aims to:
a. Review and synthesize existing HIV policies, operational guidelines, strategic plans, technical references, and relevant program documents;
b. Develop a comprehensive National HIV Manual of Operational Procedures in consultation with the Department of Health and relevant stakeholders;
c. Facilitate stakeholder consultations and validation activities throughout the development process; and
d. Produce a finalized National HIV Manual of Operational Procedures for consideration by the Department of Health.
The Contract Period:
• Start Date: 1 September 2026
• End Date: 28 February 2027
