ILO/EVAL Regional Office for Africa (ROAF) - Call for Independent Mid Term Evaluation Service Provider.

Dear Bidder, The International Labour Office (hereinafter the “ILO”) is pleased to invite your company to submit an offer for this RFQ. The independent mid-term evaluation for “PPDP for Inclusive Decent Employment and Productive Livelihoods” will cover two years of program timeframe from July 2024 to October 2026. The geographical coverage is in Kenya and shall include Nakuru, Narok and Kajiado Counties. The three project outcomes and five intervention models (Silage Enterprise Incubation, Aggregation and Storage Commercialization, Fodder skills provision, CBTO Product Development and Market Integration and Tourism skills provision) of the project will be covered in the evaluation, and particular attention will be paid to the interconnection of these components and contribution to employment creation and inclusive economic development The evaluation will discuss how the project is addressing the ILO cross-cutting themes, including gender equality and non-discrimination, disability inclusion and environmental impact throughout data collection and analysis of the evaluation process. The evaluation will go beyond reporting on gender as a cross-cutting theme and adopt a gender-transformative lens. This means assessing not only whether women and youth participated in project activities, but whether the project has contributed to measurable shifts in power, agency, and access to economic resources for women and young people. All data collected and reported must be disaggregated by sex and age. The evaluator must assess whether project interventions have addressed structural barriers, including unpaid care work, mobility constraints, land and asset ownership gaps, and gender-based discrimination in hiring and market access, that limit women’s and youth’s full economic participation in the tourism and fodder value chains.
