Description
AI-Powered Roleplay Training Platform for Counter-Terrorism Capacity Building The United Nations Office of Counter-Terrorism (UNOCT) is seeking a cloud-based, AI-powered roleplay training platform to support global capacity-building initiatives for law enforcement professionals. The solution will be used to deliver interactive investigative interviewing and soft-skills training through AI-driven virtual human simulations. The desired platform should enable learners to engage in realistic, conversational roleplay scenarios using web browsers and compatible VR devices. The solution must support scenario creation and customization through user-friendly authoring tools, provide learner assessment and analytics capabilities, and support multilingual delivery across multiple UN languages. Vendors should offer a secure, enterprise-grade SaaS platform with strong data protection, accessibility, integration, and compliance capabilities, including support for single sign-on, LMS integration, and internationally recognized security standards. Solutions should be suitable for deployment in global training environments and support unlimited learner participation through a usage-based licensing model. The procurement includes: • AI-powered conversational roleplay and virtual human training capabilities • Scenario authoring and content management tools • Performance assessment and analytics reporting • Multilingual support • Web and VR-compatible delivery options • Integration with learning management and identity management systems • Implementation, onboarding, and training services • Custom virtual training environments and avatar development capabilities The anticipated contract term is three (3) years, with licensing that does not cap the number of unique learners, with pricing fixed over the contract term and any associated implementation services. This opportunity is intended for experienced providers with demonstrated expertise in AI-driven learning technologies, enterprise security, accessibility compliance, and large-scale training deployments for government, public-sector, international organization, or law enforcement environments.
