New clarification added: Dear UNOPS Procurement Team,We would appreciate clarification regarding RFQ/2026/63929 – Provision of conferencing services (halls and meals) in Kano City, Kano State. The RFQ states that a bidder may bid for multiple lots, provided that the bidder has the capacity to meet the hall requirements stated per day for the lots bid for.Could you please confirm whether a bidder may propose a different qualified and UNDSS-cleared hotel/conference facility for each individual lot, with each lot being delivered at its respective hotel location, provided that the bidder remains fully responsible for meeting all requirements of the respective lot? This clarification will help us determine the appropriate facilities and ensure that we have sufficient capacity to fully deliver the lots for which we submit an offer.Thank you for your clarification.Kind regards,Opeyemi HamiltonFor: Comfort OpeAnswer:For the purpose of this tender, the bidder is expected to be a hotel and not a hotel services facilitator, this is captured in Qualification criteria 2 'Bidder must be a functional hotel located in Kano city, Kano state'. Each hotel is expected to submit a bid based on their capacity and that is why the Lot system was designed to include flexibility and accommodate hotels that have as little as 1 hall. If the procurement process was not divided into Lots, then the scenario in your question may apply, as a bidder may need to partner with other facilities to meet up with the hall requirements, if they cannot do so on their own.Every respective hotel should only apply for the Lot (s) for which they have capacity as there is no compulsion to bid for all the lots except the hotel in question, on its own, has the required capacity to fulfil all the 4 lots requirements. This statement ‘A bidder may bid for multiple lots, provided that the bidder has the capacity to meet the hall requirements stated per day for the lots bid for.” was to try and simplify our expectations e.g. If a hotel has 10 available halls then they can quote for all the lots since the total hall requirement is 6 halls. If a hotel physically has only 1 hall, they can only bid for Lot 3 or 4. If they quote for a lot with 2 halls, they would be disqualified as they did not meet all the requirements since they cannot provide 2 halls.I hope this clarifies.
