New clarification added: Q13: Regarding Form C: Technical Bid Form_Rev 1_24Sep26, L2, item specification, figure 10: “The microorganism database must contain at least 500 identifiable microorganisms”. We respectfully note that this quantitative requirement appears to be based on the specifications of the VITEK® 2 system manufactured by bioMérieux, for which the manufacturer specifically states an identification capacity of up to 500 organisms. Consequently, the requirement may unduly restrict competition and effectively favour a particular manufacturer and platform. The total number of microorganisms included in a system database is not, by itself, an objective indicator of the system’s clinical performance or suitability. A13: The requirement for a microorganism database containing at least 500 identifiable microorganisms reflects one of the End User's technical requirements, established to ensure sufficiently broad identification coverage for the intended clinical microbiology workflow and is not intended to specify or favour any particular manufacturer or product. Therefore, it remains unchanged. Please note, that some technical deviations may be considered technically acceptable subject to review and confirmation by the end user, provided that the proposed solution adequately meets the intended clinical needs.

New clarification added: Q12: Regarding Form C: Technical Bid Form_Rev 1_24Sep26, L1, item specification “unmarked line between figure 24-25: “A starter kit of reagents and consumables for the identification of mixed cultures directly from blood…”. Based on the information available , published evidence supporting this capability has been identified for the Bruker MALDI Biotyper system, based on the Microflex LT mass spectrometer and used with the MALDI Sepsityper kit. This requirement may therefore limit the participation of suppliers offering other mass spectrometry systems and restrict competition. Please clarify whether identification of mixed cultures directly from positive blood cultures is essential to the intended use of the equipment. If it is not essential, we request that you remove this requirement from the technical specifications or allow equivalent solutions that meet the clinical needs. A12:This requirement remains unchanged. The capability for direct identification of microorganisms from positive blood cultures, including mixed cultures, is one of the end user's requirements and is considered relevant to the intended clinical/public-health application of the equipment, as it may reduce the time required to obtain an initial microorganism identification compared with identification following subculture. Please note, that some technical deviations may be considered technically acceptable subject to review and confirmation by the end user, provided that the proposed solution adequately meets the intended clinical needs.

New clarification added: Q11: Regarding Form C: Technical Bid Form_Rev 1_24Sep26, L1, item specification, figure 18: “including an automated system for applying samples from Petri dishes”.Based on publicly available manufacturers’ documentation, we have identified only two officially confirmed configurations meeting this requirement:bioMérieux VITEK® MS / VITEK® MS PRIME used with the COPAN Colibrí™ system; Bruker MALDI Biotyper® CA used with the COPAN Colibrí™ system. Therefore, this requirement substantially limits the number of eligible manufacturers and potential bidders and may restrict fair competition without providing a corresponding improvement in the required analytical results. The automated picking system mainly concerns the automation and efficiency of sample preparation. Its absence does not adversely affect the quality or reliability of microorganism identification, provided that the offered MALDI-TOF system meets all specified requirements for identification accuracy, reproducibility, database coverage, throughput, and quality control. We kindly request that the Contracting Authority: remove the mandatory requirement for compatibility with an automated colony-picking system; or amend it to allow manual, semi-automated, or automated sample preparation methods, provided that the required analytical performance and identification results are achieved; or accept equivalent solutions that ensure the required workflow and analytical performance without mandatory integration with a specific automated colony-picking system. Such an amendment would broaden competition and allow additional qualified manufacturers to participate without reducing the quality, reliability, or clinical value of the test results. A11: The requirement in line 18 does not prescribe the use of any particular manufacturer, brand or model of automated colony-picking system. The reference to an automated system for applying samples from Petri dishes is intended to ensure that the proposed MALDI TOF system can be integrated with automated sample-preparation workflows and thereby support standardized, traceable and efficient laboratory operation. Therefore the requirement remains unchanged.

New clarification added: Q10: Regarding Form C: Technical Bid Form_Rev 1_24Sep26, L1, item specification, figure 4: “Each microorganism species in the database must be confirmed by 16S sequencing”. We kindly request that the requirement stating that the MALDI-TOF MS reference database must be confirmed or validated specifically by 16S gene sequencing be removed from, or amended in, the technical specifications. This requirement is not a universally applicable regulatory criterion for MALDI-TOF MS systems and may unnecessarily restrict competition by excluding otherwise compliant IVD systems that use other scientifically valid methods for database development, verification and performance validation. A valid IVD Declaration of Conformity, together with the applicable registration or conformity-assessment documents, confirms that the manufacturer has assessed the device against the relevant safety and performance requirements and assumes responsibility for its regulatory compliance. Therefore, these documents, supplemented where necessary by the manufacturer’s stated identification performance and intended use, should constitute sufficient evidence that the system is suitable for routine operation. A10: The purpose of this requirement is to ensure the scientific reliability and taxonomic accuracy of the reference database and the microorganisms represented therein. However we aknowledge that 16S rRNA gene sequencing is not the only scientifically valid method for establishing or confirming the taxonomic identity of reference strains used in MALDI-TOF MS reference databases. Accordingly, the bidder may offer equipment with microorganism species database confirmed by 16S rRNA gene sequencing or equivalent scientifically valid taxonomic identification method.

New clarification added: Q8: The revised Technical Bid Form specifies a minimum warranty period of twenty-four (24) months from the date of commissioning, while the Draft Contract – Warranty and After-Sales Service provisions refer to a twelve (12) month warranty period. Could UNOPS clarify which warranty period is applicable and confirm whether the associated warranty and after-sales service obligations, including preventive and corrective maintenance, technical support, repairs, replacement of defective parts, software updates (where applicable) and other specified support obligations, are intended to apply for the full 24-month warranty period? A8:The minimum warranty period is twenty-four (24) months from the date of commissioning. And all warranty related obligations, specified in the Draft Contract, its Annexes, and tender requirements shall apply throughout the full twenty-four (24) month warranty period. Therefore the respective clause of the draft contract will be amended accordingly.

New clarification added: Q7: According to the revised Technical Bid Form – Lot 1, the bidder is required to provide training for at least five (5) employees in Russian or Uzbek for a minimum of five (5) working days. As fourteen (14) MALDI-TOF analyzers are to be installed at fourteen (14) final destination facilities, could UNOPS clarify whether the five-day training requirement applies separately at each installation site or represents one consolidated five-day training programme for at least five designated end-user personnel? A7: The training requirement shall apply to each specified project site following installation and commissioning of the equipment. As the Contract provides for MALDI-TOF analyzers to be installed at fourteen (14) different facilities, the Supplier shall provide on-site application training lasting five days for at least five End User specialists at each facility.

New clarification added: Q5:According to Section II.2c – Product Certification, clarification is requested as to whether, where applicable to the offered product category, compliance may be demonstrated by either FDA approval or EU IVDR/CE certification, or whether both FDA approval and EU IVDR/CE certification are required. A5:Where stated, the requirement for compliance with internationally recognized regulatory standards should be understood as EU IVDR-compliant (CE certification) or FDA-authorized/cleared, as applicable to the offered product, rather than a combined requirement to hold both FDA and EU IVDR(CE certification). The bidder shall provide valid regulatory documentation applicable to the exact offered instrument, software/database and relevant reagents/consumables, where such regulatory documentation is required.

New clarification added: Q4: For Lot No. 1, clarification is requested regarding the requirement for “clinical” identification and IVD configuration. MALDI-TOF microbial identification is applicable to clinical, food, water, environmental, pharmaceutical, veterinary, public-health and research microbiology. Given that the intended beneficiary is SES of the Republic of Uzbekistan and its microbiological functions extend beyond exclusively clinical diagnostics, could UNOPS clarify the rationale for limiting the configuration to clinical/IVD applications and consider permitting broader microbiological capabilities? A4: The reference to clinically significant microorganisms and IVD configuration in the Technical Specifications reflects the End User's requirement to ensure that the system is suitable for routine identification of microorganisms of public-health and clinical significance and that the applicable software, databases, reagents and consumables are appropriately supported for diagnostic use. The requirement is not intended to exclude systems that also support food, environmental, pharmaceutical, veterinary or research microbiology.

New clarification added: Q3: For Lot No. 1 – MALDI-TOF System for Rapid Identification of Microorganisms, clarification is requested as to whether the combined requirements relating to sample throughput and automated reporting, solid-state laser technology, high-throughput target handling/rapid target exchange, dedicated identification capabilities for mycobacteria and filamentous fungi, and barcode/sample-preparation/LIS integration are intended as specific technical features or as functional/performance requirements. Please confirm whether technically equivalent or superior MALDI-TOF systems achieving the required analytical and operational performance through different hardware architectures, technologies or workflows will be considered compliant. A3: The technical requirements were developed based on the functional and operational needs identified by the End User for routine microbiological identification and related public-health laboratory activities. The requirements were not intended to specify or refer to a particular manufacturer or model. The technically equivalent systems based on different technical architectures from different manufacturers may be offered and will be considered compliant, provided that the proposed system meets or exceeds the stated technical requirements.
