UNDP is seeking for A national research institution/research-based consulting firm/non-government organization providing A pre-feasibility study for the development of a national monitoring and evaluation indicator framework to measure progress towards the implementation of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) in Viet Nam.

Overall Objective

To assess the necessity, institutional capacities and arrangements, and technical feasibility of developing a national CRPD M&E framework in Viet Nam.

Specific Objectives

·       Identify international good practices and effective models for measuring the realization of the rights of persons with disabilities, including country-level (national and subnational) implementation of CRPD commitments;

·       Review existing disability-related indicator systems, databases, and monitoring mechanisms in Viet Nam;

·       Assess the availability, quality, accessibility, sustainability, and interoperability of relevant data sources;

·       Identify institutional arrangements and governance mechanisms required for the development and sustained operation of a CRPD M&E framework;

·       Examine stakeholders’ demand for and advantages from using a CRPD M&E framework;

·       Develop a preliminary conceptual framework and blueprint for a national CRPD M&E indicator system;

·       Propose a roadmap for the CRPD M&E framework development, piloting, institutionalization, and long-term operations.
