Description

Dear Bidders, The International Labour Office (ILO) is seeking a National Consultant (Team member), who will work closely an International Consultant (Team leader, recruited separately in parallel), to conduct a Mid-Term Review (MTR) of the Decent Employment for Youth in Cambodia Programme Phase 3 (DEY III) covering March 2024-February 2028, with funding support from the Swiss Agency for Development and Cooperation (SDC) and other public and private contributors. DEY III is a joint programme implemented by four UN agencies (ILO, UNESCO, UNICEF and UNiDO) to support the Royal Government of Cambodia in achieving its overall objective, by February 2028, more youth in Cambodia are in decent and productive employment. Working in close collaboration with the Ministry of Labour and Vocational Training and other ministries, the programme seeks to improve employment outcomes for Cambodian youth. The MTR will assess progress towards the programme’s intended outcomes, identify necessary changes to strengthen implementation, and capture key lessons learnt and recommendations for programme’s remaining period.
