UNDP Vietnam is looking for a qualified International Junior Consultant to support UNDP Viet Nam in UN human rights mechanisms, rule of law, inclusive governance, digital transformation and emerging technologies from a human rights perspective.


The United Nations Development Programme (UNDP) in Viet Nam partners with the Government of Viet Nam to promote inclusive governance, equitable growth, and sustainable development across all sectors, including climate change and disaster risk reduction. In light of Viet Nam’s commitment to the 2030 Agenda, fostering an environment aligned with SDG 16 – Peace, Justice, and Strong Institutions – is fundamental to advance progress for sustainable development across all sectors.


As the world is increasingly shaped by challenges like climate change and protracted conflicts, the importance of strengthening institutions, the rule of law, and respect for human rights is becoming increasingly apparent. As UN Secretary-General António Guterres emphasized in his 2020 "Call to Action for Human Rights," these are not just principles, but enablers for achieving the SDGs and ensuring no one is left behind. Recognizing this, UNDP Viet Nam integrates a human rights-based approach into all its development efforts, working with State and non-state partners to make sure that everyone has equal rights and opportunities to participate in governance processes and influence decisions impacting their lives. Across policy areas, UNDP also supports aligning domestic laws with international human rights frameworks for better fulfilment of human rights for all people, including LGBTI+, persons with disabilities, and others who are often marginalized or at risk of being left behind.


In response to the increasing role of digital technologies, artificial intelligence and data-driven governance in development, UNDP Viet Nam also supports efforts to ensure digital transformation advances human rights, inclusion, equality and accountability. This includes promoting human rights-based approaches to digital governance, responsible use of emerging technologies, digital safeguards, and protection against discrimination and exclusion in digital systems.


In that context, UNDP Vietnam is looking to recruit an International Consultant to support the delivery of activities, particularly under the Human Rights portfolio while maintaining close alignment and provide technical support as required to the Rule of Law Portfolio.


OBJECTIVES

Under the supervision of the Head of Governance and Participation Team, the Consultant will contribute to the delivery of Project activities of the Team. This includes support to UN human rights mechanisms, rule of law and justice reform, digital transformation and emerging technologies from a human rights perspective, digital governance, AI governance, and other emerging human rights issues. The Consultant may also contribute to policy work related to health and human rights, environmental governance, and inclusive development.


Period of assignment/services: 250 working days for 12 months, upon contract signing.
