Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: This assignment is an Evaluability Review of the M&E System towards Finalisation for EPWP Phase V (2025–2029), a USD 5,054,050 ILO–DPWI technical assistance project, building on the ILO's predecessor project SAF/04/54/SAF. Triggered by the 2017 ILO Governing Body decision requiring evaluability assessments for projects exceeding USD 5 million, the Review is due within one year of project start-up. Since no independent M&E Plan, Manual or Indicator Reference Sheets exist beyond the Project Document's log frame, the Review both assesses the project's evaluability across five dimensions (intervention logic, indicators, verification, resources, participation) and produces the missing M&E instruments, working with the DPWI EPWP M&E unit and the ILO Project Team. It follows ILO Guidance Note 1.3's four-step process: clarify purpose, ensure inclusiveness, apply the evaluability tool, and utilise results, culminating in the Project Review Committee's final decision. The assignment runs 25 working days, from early July to 25 September 2026, producing an M&E Plan, outcome-level findings, a summary report and a stakeholder comment-and-response log.
