UNHCR Ethiopia intends to procure two heavy machines to support infrastructure development, maintenance, road rehabilitation, drainage excavation, earthworks, and construction activities in refugee settlements and other operational sites across Ethiopia. The procurement aims to acquire reliable, durable, and high-performance equipment capable of operating in challenging field and climatic conditions while ensuring long-term operational efficiency and minimal maintenance requirements.
The procurement is divided into two lots:
Lot 1: One (1) Center-Pivot Backhoe Loader (approximately 13-14 tons, 140-160 HP, 4WD, digging depth 5.1-5.6 m). Model 450 or Equivalent.
Lot 2: One (1) Hydraulic Crawler Excavator (20–25-ton class, minimum 140 HP, minimum digging depth 6 m).
Bidders may submit offers for either lot or both. Each machine must be supplied with all standard accessories, manuals, spare parts catalogues, tools, safety equipment, warranty documentation, and manufacturer certificates.
Both machines must be brand new, manufactured in 2025 or later, have zero operating hours except for factory testing, meet recognized international safety standards, comply with at least EU Stage IIIA/Tier III emissions standards, and be suitable for operation in Ethiopia's dusty environments and temperatures ranging from 5°C to 45°C.
The successful supplier will be responsible for delivery, installation, testing, commissioning, operator and maintenance training, warranty support, and provision of after-sales services in Ethiopia. Suppliers must also guarantee genuine spare parts availability for at least 10 years.
A minimum warranty of 24 months or 4,000 operating hours is required, including free replacement of defective parts, technical support, and response to warranty claims within 72 hours.
Delivery shall be made on a DAP (Delivered at Place) basis to the UNHCR Warehouse in Addis Ababa, Ethiopia, with suppliers covering all transportation, freight, insurance, customs, and handling costs.
Bidders are required to submit comprehensive technical and financial proposals, supporting technical documentation, evidence of after-sales service capabilities in Ethiopia, warranty details, delivery schedules, and proof of relevant experience and legal business registration.
The procurement will be conducted through an International Invitation to Bid (ITB). Technical proposals will be evaluated on a Pass/Fail basis, and the contract will be awarded to the lowest-priced technically responsive and substantially compliant bidder meeting all requirements of the solicitation.
