A.Who We Are

The United Nations World Food Programme (hereinafter referred to as “WFP”), with its Headquarters located at Via C.G. Viola, 68/70, 00148 Rome, Italy, is the leading humanitarian organization saving lives and changing lives. WFP delivers food assistance in emergencies and works with communities to improve nutrition and build resilience, assisting nearly 100 million people in approximately 83 countries each year. WFP employs around 17,000 staff, most of whom work in challenging environments directly serving the world’s vulnerable populations.

The WFP Ukraine Country Office is seeking qualified and experienced suppliers to supply Industrial Hybrid Energy Storage Systems (ESS) 80 kW / 80 kWh (or equivalent) to support WFP operations in Ukraine.

 

Requirements for WFP Ukraine

Interested suppliers must demonstrate their capability to supply an Energy Storage Systems (ESS) meeting the following minimum requirements::

  • Factory-new equipment only; used or refurbished equipment will not be accepted.

  • Integrated solution consisting of:

  • Three-phase hybrid inverter with nominal output power of 80 kW;

  • High-voltage modular battery storage system with total nominal capacity of not less than 80 kWh.

  • The system shall support both grid-connected and off-grid operations.

  • The system shall be compatible with: photovoltaic (PV) systems; diesel generators; utility power grid.

  • All components (inverter, BMS and battery modules) shall be fully compatible and supplied as an integrated solution from the manufacturer or authorized system integrator.

  • The inverter shall:provide nominal active output power of not less than 80 kW; support three-phase operation (400V, 50/60Hz); include multiple MPPT inputs for photovoltaic integration; support operation with unbalanced loads; support parallel operation with additional inverters.

  • The battery system shall: utilize lithium iron phosphate (LiFePO4) technology; provide a minimum nominal energy capacity of 80 kWh; provide a minimum cycle life of 6,000 cycles; include a Battery Management System (BMS) with protection against overcharge, over-discharge, overheating, overload and short circuit.

  • The system shall provide communication and monitoring capabilities through RS485, CAN, RS232 and remote monitoring functionality via Wi-Fi and/or GPRS.

  • The inverter shall have a protection class of not less than IP65.

  • The battery system shall include integrated safety features and fire protection measures suitable for industrial energy storage applications.

Purpose of This EOI

  • The purpose of this Expression of Interest (EOI) is to identify suppliers capable of supplying Industrial Hybrid Energy Storage Systems (ESS) 80 kW / 80 kWh (or equivalent) to support WFP Operational activities.

  • This EOI does not constitute a tender. Only suppliers meeting the minimum technical and administrative requirements may be shortlisted and invited to participate in future formal solicitation processes.

Instructions for Submission to EOI

Interested suppliers are requested to submit the following documents:

  1. Table 1: Supplier Registration Form (signed and stamped by an authorized company representative);

  2. Table 2: Declaration of Honour;

  3. Table 3: AFAC Clause;

  4. Extract from the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations;

  5. Tax registration certificate;

  6. Bank letter with bank details;

  7. Valid licenses and permits

  8. Proof of experience (portfolio, references)

 

All documentation listed above must be submitted in English or Ukrainian, in PDF format, and sent by email to: ukraine.vendormanagement@wfp.org no later than 14 August 2026 at 18:00 hrs (Kyiv time). Submissions received after this deadline may not be considered.

 

Suppliers are responsible for ensuring that all required documents are complete and submitted before the deadline. Incomplete submissions may not be considered.

 

Upon closure of the submission period, WFP will review all submissions and inform suppliers of the evaluation outcome.

 

Evaluation and Important Information

  • Incomplete or unsigned submissions will not be considered.

  • All submissions and supporting documentation will be treated as strictly confidential and will not be disclosed publicly.

  • WFP reserves the right to modify or cancel this procurement process at any stage. Any changes will be communicated to all participants accordingly.

  • Only shortlisted suppliers will be contacted.
