Request for Quotation for the Procurement of Professional Services for the Design and Implementation of a Baseline Survey for other Mini-Grid Communities in Rural Sierra Leone

New clarification added: Section 3.4 requires the proposal to include a budget for data collection for 200 schools and a budget for data collection for 100 health facilities, described as the cost for an endline evaluation survey. These figures correspond to the standalone-systems work package (WP3), not to the WP2 mini-grid baseline that is the subject of this Terms of Reference, and the payment schedule at section 7 contains no corresponding milestone.Question: are these budget lines required as part of this submission, and if so, are they to be priced as a separate optional endline for WP3 facilities outside the six-week baseline assignment?Response: No. The budget lines for data collection for 200 schools and 100 health facilities are not required as part of the current submission and should be disregarded for purposes of the Financial Proposal.The present assignment relates to the WP2 baseline survey for the other mini-grid communities. Accordingly, Offerors are required to provide a budget for baseline data collection per community, covering one treatment community and one comparison community, in accordance with Section 3.3 of the TOR.The references in Section 3.4 to budgets for an endline evaluation of 200 schools and 100 health facilities are not associated with the stated deliverables, six-week implementation period or the payment schedule for this assignment and should therefore not be priced as a separate or optional component.Any future endline evaluation relating to WP3 schools and health facilities would be subject to a separate scope or formal amendment, as applicable.Section 3.3 states that the component may be de-scoped and that the number of mini-grids is not yet decided, while section 3.4 refers to the baseline survey “for the 9 mini-grid communities”.Question: will the confirmed number of communities be fixed at contract signature or at inception, and will the contract value adjust against the per-community rate if the number changes?Clarification Response:The final number of WP2 mini-grid communities to be covered under the baseline survey will be confirmed prior to contract signature. For proposal purposes, Offerors shall provide an itemized cost per mini-grid community, with each unit comprising one treatment community and one corresponding comparison community, as required by the TOR.The total contract value will be determined based on the confirmed number of communities multiplied by the accepted per-community rate. Should the number of communities subsequently change after contract signature, any corresponding adjustment to the scope and contract value will be processed through the applicable formal contract amendment mechanism, using the accepted per-community rate as the basis for the adjustment.

New clarification added: 1. We observed that under Item 5 of the TOR, the qualification criteria for the Research Coordinator, Coordinator/Principal Investigator, and Data Manager are the same. We would like to seek clarification on whether the Data Manager should possess a degree in Computer Science or a related discipline, as opposed to Social Science or International Public Policy.Response: Accordingly, the Data Manager is required to possess a Master’s Degree or equivalent in Social Science, International Public Policy, or a related field, as specified in the TOR.However, given the nature of the Data Manager’s responsibilities, candidates are expected to demonstrate relevant professional experience and technical competencies in data management, database administration, data processing, statistical analysis, data quality assurance, and the use of appropriate data management and analytical tools.The qualification requirement in the TOR remains unchanged.Yes,a  degree in Data Science, Data Analytics, Data Management, Statistics, Information Systems, or a closely related data discipline could reasonably be considered a “related field” for a Data Manager position.2. Kindly confirm if submission of CVs, academic certificates, and evidence of experience is required for the 15 proposed Field Data Collectors.Response:Yes, the submission of CVs, relevant academic certificates, and evidence of experience is required for all 15 proposed Field Data Collectors. These documents are necessary to enable the evaluation team to assess and verify the qualifications, experience, and suitability of each proposed Field Data Collector against the requirements of the assignment.
