New clarification added: Bidder's Query - 1) The tender requires on-site training and states that remote or virtual training will not be accepted. Considering the remote location of Samoa and the significant cost associated with bringing manufacturer technical personnel on site, would UNOPS consider live online training conducted by the manufacturer, combined with local on-site commissioning and practical demonstration by qualified personnel?UNOPS Reply : Kindly note that, as specified in the tender documents, the required training shall be conducted on-site at the location where the equipment is delivered and installed. Remote or virtual training will not be accepted as a substitute for the required on-site training.Bidder's Query - 2) The technical specification requires the Mindray BeneHeart D6 and states that alternative or equivalent models will not be accepted.According to the current manufacturer information, the BeneHeart D6 has been discontinued and the BeneHeart D60 is the current-generation model.Considering the requirement for long-term warranty, service and spare-parts availability, please confirm whether the Mindray BeneHeart D60 would be accepted instead of the D6.If not, we kindly suggest UNOPS to reconsider this requirement, as the discontinuation of the D6 may affect the availability of newly manufactured units and long-term spare-parts and service support. The requested Mindray defibrillation pads remain compatible with the applicable Mindray defibrillator range.UNOPS Reply : The bidder's query is noted. Based on currently available manufacturer information, the Mindray BeneHeart D6 continues to be listed by Mindray as a product within its defibrillation system portfolio. UNOPS has not identified manufacturer documentation confirming that the BeneHeart D6 has been discontinued.Accordingly, the requirement for the Mindray BeneHeart D6 remains unchanged. If the bidder considers that the BeneHeart D6 is no longer available for supply as a newly manufactured unit, the bidder is requested to provide official documentation from Mindray or the manufacturer's authorised representative confirming the product's discontinuation/end-of-sale status, including, where applicable, the manufacturer's designated replacement model. Upon receipt of such documentary evidence, UNOPS may review the requirement and determine whether an appropriate current-generation replacement model may be accepted. At this stage, the Mindray BeneHeart D60 will not automatically be accepted as a replacement for the BeneHeart D6 solely on the basis that it is a newer-generation model.Bidder's Query -3) The tender requests a valid Certificate of Distributorship issued by the manufacturer. Please confirm whether a tender-specific Manufacturer Authorization Letter (MAF) issued directly by Mindray, explicitly authorizing the bidder to quote, sell and supply the offered Mindray products under this RFQ, will be accepted as equivalent evidence.UNOPS Reply : Please refer to the Amendment and the revised Section III – Returnable Bidding Forms. This requirement has been excluded, and bidders are therefore not required to submit a Certificate of Distributorship.Bidder's Query-4) Considering the time required to obtain the authorization, technical and regulatory documentation, and to finalize the logistics and local support arrangements for Samoa, we kindly request an extension of the quotation submission deadline by five (5) working days.UNOPS Reply: Please refer to the Amendment. The bid submission deadline has been extended to 19 August 2026, and the clarification deadline has been extended to 17 August 2026.

New clarification added: Query - The RFQ specifies Mindray BeneHeart D6. As the D6 has been superseded by the newer Mindray BeneHeart D60, can UNOPS confirm whether BeneHeart D60 will be accepted as an equivalent/successor model, provided it meets or exceeds all required technical specifications?UNOPS Reply - The bidder's query is noted.
