The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit bid for the the Supply ,Installation, Commissioning and Training of 600Mtr & 350Mtr Water well drilling rig with tools ,accessories and spareparts for Ministry of Irrigation and Lowlands/ MILS- Ethiopia, in accordance with the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Invitation to Bid (ITB).

- The ITB has Two lots
- Lot 1- Drilling Rig 600mtr with Booster Machine, Mobile compressor, tools ,accessiories and spareparts - 4 Units- with Full accessiories
- Lot 2- Drilling Rig 600mtr with Booster Machine, Mobile compressor, tools ,accessiories and spareparts - 4 Units- With limited accessiories
- Lot 3- Drilling Rig 350mtr with tools and accessiories - 3 Units

New clarification added: Dear Bidders, Please find below clarification response for a clarification questions raised by potential bidders Questions- We have noticed that many new tools and accessories have been added and some specifications have been changed. Since, we must contact our chain suppliers as per the changes made, we need more time to come up with a right offer. Unfortunately, August is a summer time and most companies and manufacturers are closed for summer holiday. The once stay open will work with limited staff only. Hence, we hereby kindly request your office to allow extension of the closing date of the tender by 10 days from its original closing date. Thank you for your kind consideration and we look forward to receiving your positive response.Response- Owing to the limited project duration, a further extension cannot be granted. New clarification added: Dear Bidders, Please find below a response for the clarification questiones raised by potential bidders We are Preparing our subission for the subject tender ITB/2026/64017 for the supply of drilling rigs across lots 1 through 4. We not from the Tendeer Particulars that evaouation and award will be conduted on a lot-by-lot basis, with UNOPS reserving the right to award either Lot 1 or Lot 2 (not both), and either Lot 3 or Lot 4 (not both). Regarding Form B: Bis Submission Form, Specifically paragraph (c) ("The Ttotal price of our bid ..."), we kindly request clarification on the expected format for we offering on multiple mutuallly exclusive lots: Question 1. Itemized/Conditional Formatting in Single Form B: Should we present the total bid price in paragraph (c) brocken down separately per lot, (eg. Total Price for Lot 1: This amunt, Total Price for Lot 3: This amount) to reflect the mutually exclusive award criteria? Response-Bidders are only required to clearly detailing the total cost associated with each respective lot and submit only one bid submission form Question 2. Multiple Form B Submissions: Alternatively, does UNOPS require us to submit a separate Form B for ech lot/combination being offered?Response: Bidders are only required to clearly detailing the total cost associated with each respective lot and submit only one bid submission form. Question 3. Cross-Lot Discounts: If we offer conditonal discounts dependent on the combination of lots awarded (eg. if awarded both Lot 1 and Lot 3), should this be explicitely detailed under Paragraph (d) of Form B?Response- Bidders are not allowed to provide conditional offers/ alternate offers under any circumstances as it is stated in the bid particular section.

Following a thorough review of Section II: Schedule of Requirements (Form D-Technical Bid Form), we kindly request clarification on the following points:1. Scope Breakdown for Lot 1 vs. Lot 2 (600mtr Drilling Rigs)The Schedule of Requirements defines:- Lot 1: 4 Units (With Full Accessories)- Lot 2: 4 Units (With Limited Accessories)However, Form D (Technical Bid Form) groupls both lots together under a single technical schedule without differenciating between the accessory quantities or line items required for Lot 1 versus Lot 2. Furthermore, the general Evaluation note states that "UUNOPS reserves the right to award either Lot 1 or Lot 2 (but not both)".TRo ensure technical compliance and precise financial proposal structuring across all biders, please clarify:- Itemaized Schedule of Accessories: Could the procuring entity provide an explicit, itemized lis or Schedule of Requirements outlining the exact accessories, drilling tools, and spare partsincluded under LOt 1 (Full Accessories) versus LOt 2 (Limited Accessories).- Omitted/Reduced Items: Which specific tools, consumables, or spare partslisted under the 600m rig specifications are excluded or reduced in quantity for lot 2?- Detailed BOQ Breakdown: Will UNOPS issue a line-by-line Bill of Quantities (BOQ)with specific quantities for each lot to facilitate uniform cost estimations?- Bidding and Award Strategy: Given that evaluation is on a lot-by-lot basis and only one lot will be awarded, are bidders permitted to submit a single combined technical proposal covering both lot 1 and lot 2, or must separate technical and financial offer be submitted independently for each lot?Response-: Kindly note that the technical documents for both lots (Lot 1 and Lot 2) are similar however the differences lie only in the BO for each lot. Please consult Form C (Returnable Bidding Document) for the itemized Bill of Quantities under each lot.Regarding technical documentation, a single technical proposal is enough for both Lot 1 and Lot 2; however, separate financial proposals must be submitted for each individual lot the bidder chooses to contest.. Questions -2. Technical Scope and Bidding Strategy for Lot 3 vs. Lot 4 (350m Drilling Rigs):Regarding the 350 m Driling Rigs:- Lot 3: 3 Units Driling Rig 350m with tools and accessories- Lot 4: 2 Units Driling Rig 350m With tools and accessoriesThe technical specifications, and schedule of requirements in Form D appear identical for both lots. Furthermore, the general evaluation note states that "UNOPS reserves the right to award either Lot 3 or Lot 4 (but not both)".Please clarify:- Technical and Delivery Scope Differences: Are there andy Operational, technical, or delivery destination/reginonal distribution differences between Lot 3 and Lot 4 that justify thier separation in to two distinct lots?- Bidding and Award Srtrategy: Given that evaluation is on a lot -by-lot basis and only one lot will be awarded, are bidders permitted to submit a single combined technical proposal covering both Lot 3 and Lot 4, or must separate technical and financial offers be submitted independently for each lot?We appreciatae your guidance on these matters to help us prepare a fully compliant offer.Response: Kindly note that the technical documents for both lots (Lot 3 and Lot 4) are similar however the differences lie only in the BOQ for each lot. For the itemized Bill of Quantities for Lot 3 and Lot 4, please consult Form C (Returnable Bidding Document). While bidders only need to provide a single technical proposal for both lots, separate financial proposals must be submitted for each lot being bid on. The separation of these two lots is due to variations in the specific quantities required for the rigs, tools, accessories, and spare parts.
