Social
This indicator summarizes sustainability considerations that relate to inclusion of a person with disability.
Examples:
Organizational policy on disability inclusion, recruiting people with disabilities, accessible premises, disability-inclusive supply chains, and manufacturing accessible products.
Reference is made to LITB-2026-9205385 - Supply of Hearing Aid Supplies to Stars of Hope - Gaza.
Please find the Technical Clarification Record under the "Documents" tab or refer to the questions and answers below.
Question 1:
We have a strong and reputable brand, although it is not from the USA or Germany.
Would it be possible for us to participate with a European brand instead, for example, a brand made in Denmark?
Answer:
Yes. Bidders may offer equipment manufactured in European countries (including Denmark) or other countries, provided the offered products fully comply with the required technical specifications, meet internationally recognized quality and safety standards (e.g. CE, ISO where applicable), and are supported by appropriate documentation.
Question 2:
We have noticed the same device listed twice with the same specifications and quantity.
Is there a mistake, or do you require 4 units of the same device?
Item No. 50 - Audiological equipment for custom earmolds
Item No. 110 - Earmold production unit, Polymax
Answer:
The two items refer to the same type of earmold production equipment. This is an unintended duplication. Only one (1) unit is required. Item No. 110 should be removed from the BoQ/specifications.
Question 3:
Item No. 100 - SL025625 (Auditory Brainstem Response - ABR)
The technical specifications appear to contain a contradiction regarding the required configuration of the system.
The description states that the system should be upgradeable to additional electrophysiological and otoacoustic emission testing modules.
However, under the "Includes" section, the specifications list DPOAE, TEOAE, and ECochG modules as mandatory components included with the supplied system.
Could you please clarify whether:
The requested system is required to include only the Diagnostic ABR and OAE configuration with the capability to be upgraded in the future, or
The system must be supplied with the DPOAE, TEOAE, and ECochG modules already included as part of the offered configuration.
Answer:
The requested system must be supplied complete, including the Diagnostic ABR, DPOAE, TEOAE, and ECochG modules as part of the offered configuration. The statement regarding upgradeability refers to future expansion with additional compatible modules beyond those specified.
Question 4:
Item No. 110 - SL025626 (Earmold Production Unit, Polymax)
This item appears to have the same technical specifications as Item No. 50 - SL024443 (Audiological Equipment for Custom Earmolds), while only the item titles differ.
Kindly confirm whether these are intentionally two separate items requiring two units, or if this is an unintended duplication.
Answer:
This is a duplicate item. Please refer to Item No. 50 only. Item No. 110 should be removed, and only one earmold production unit is required.
Question 5:
Country of Manufacture Requirement
We respectfully request reconsideration of the requirement limiting the country of manufacture to Germany or the USA for several items.
Restricting the country of origin in this manner unnecessarily limits competition and excludes manufacturers from other countries that produce equipment meeting the same technical specifications and internationally recognized quality standards.
There are manufacturers from European Union member states and Canada, among others, that offer high-quality medical devices certified according to internationally recognized standards (such as CE, ISO, etc.) and fully capable of meeting the required performance.
Answer:
UNICEF agrees to broaden the requirement. Equipment manufactured in Germany, the USA, European Union countries, Canada, or other countries may be offered, provided they fully comply with the required technical specifications and internationally recognized quality standards (e.g. CE, ISO where applicable).
Question 6:
Would it be possible to submit two separate offers for this tender?
Answer:
Yes, bidders may submit two separate offers under this tender.
Question 7:
Is it possible to deliver the goods to the West Bank?
Answer:
Yes. As specified in the ITB Incoterms, the delivery location is the UNICEF warehouse in Ramallah.
Question 8:
Are companies based in the West Bank eligible to participate in this tender?
Answer:
Yes, companies based in the West Bank are eligible to participate in this tender, provided they meet the eligibility and qualification requirements set out in the ITB.
