United Nations Capital Development Fund (UNCDF), the UN’s flagship catalytic blended financing platform, supports market development by enabling access to finance in high-risk environments through financial instruments, mechanisms, and advisory services. With a unique mandate, UNCDF blends and deploys grants, loans, and guarantees alongside related advisory support.

The assignment aims to strengthen climate-resilient planning and investment at the sub-national level in Bangladesh through three integrated streams of work. It will raise awareness of local government officials and civil society actors to formulate Local Adaptation Plans of Action (LAPA), and integration of Nature-based Solutions (NbS) and utilization of blended financing into climate-resilient development planning across four divisions. The assignment will also generate a robust, evidence-based understanding of climate vulnerabilities and impacts across the 26 Upazilas of the Chattogram Hill Tracts (CHT). Building on these findings, it will identify and assess a broad longlist of climate resilience interventions and develop a prioritized shortlist of high-impact, ISO 14093-aligned interventions across sectors such as climate adaptation, clean energy, biodiversity conservation, ecosystem restoration, and womens economic empowerment. The assignment will culminate in the development of a ranked, investment-ready pipeline of climate resilience interventions for potential support by the United Nations Capital Development Fund (UNCDF) and its development partners. Together, the three components will contribute to accelerating locally led climate action in one of Bangladeshs most climate-vulnerable and ecologically significant regions, while promoting gender equality, social inclusion, and meaningful participation of indigenous communities.
