New clarification added: Question One:We would like to know if you will allow the contractor to import some of the building materials with tax exemption based on this project?UNOPS Response:Imported materials intended exclusively for use in the execution of this project will be tax exempt, subject to the applicable Government of Malawi tax exemption procedures and documentation requirements.The Contractor will be required to submit the necessary supporting documentation sufficiently in advance to facilitate processing of the exemption. Any delays or costs arising from incomplete, late or incorrect documentation submitted by the Contractor shall remain the Contractor’s responsibility.Question Two:This project is very high value and some structures are directly installed in the lake or lake shower, have the soil tests of the area at different depth levels been performed? Have you decided on type of cement and structural steel to use or this is entirely a study that the contractor has to perform themselves before commensing any construction works?UNOPS Response:The structural design included in the tender under “ITB_2026_63835 – Structural Drawings for Salima” was developed by UNOPS based on the technical investigations undertaken during the design stage, including geotechnical assessment of the site. The structural design therefore reflects the relevant ground conditions considered by the designer, including those applicable to structures located within or adjacent to the lake.Bidders should refer to Drawing S001 of “ITB_2026_63835 – Structural Drawings for Salima”, together with the applicable technical specifications, for the specified concrete grades/strengths, reinforcement steel requirements and other structural material requirements. Where a particular cement type or material standard is specified in the technical specifications, this requirement shall also be complied with.The architectural and engineering design of the facilities has already been completed by UNOPS. The Contractor will therefore not be required to undertake a redesign of the facilities as part of the Works Contract. The Contractor will, however, remain responsible for executing the works in accordance with the issued drawings, specifications and contract requirements, including preparation of the necessary construction methodologies, shop drawings and other required technical submittals.The complete architectural and engineering drawings can be accessed through the link provided in the document titled “ITB_2026_63835 – Salima Technical College Drawings.”Question ThreeIs it possible to extend the bid submission date further by say 1more week just because of the delayed responses from our suppliers on most of items to be imported and also considering the complexity of the BoQ items where by we need to factor in to the rates all hidden elemental materials costing of whic is abit cumbersome.UNOPS Response:The bid submission deadline is extended by an additional one week that is from 24 August, 2026 until 31 August, 2026.Therefore the General Tab of the ITB now reads:Deadline :2026-08-31 (12:00 PM Malawi Time) Question FourIs it possible to provide drawing details of the roof structural steel to enable the supplier to price accordingly as per D5 Bill 5-12.UNOPS Response:Refer to ITB_2026_63835 – Structural Drawings for Salima, Drawings S001, S020 and S024, which provide the specified structural steel grade and the relevant roof structural steel details applicable to D5, Bill 5-12.Bidders are reminded that the BOQ is not to be read or priced in isolation. It must be read in conjunction with the drawings, technical specifications and all other tender documents. Pricing shall therefore reflect the complete scope and requirements derived from the coordinated review of all tender documents.Question FiveIs it possible to consider revising the initial construction period from 10months to 14months beacuse of the magnitute of the works involved ie. piling works, international procurement of materials and also alot of testing works to be carried out in the implementation of the project and lastly the rainfall impact to the project execution period.UNOPS Response:The Time for Completion is revised from 10 months to 11 months from the commencement date.Bidders shall take the revised 11-month completion period into account when preparing their work programme, construction methodology, procurement schedule and tender price.Therefore AMENDMENT 2 - ITB_2026_63835 - Small Works - Sections II , III, IV, V - Salima Technical College has been uploaded under the Documents tab to reflect this revision.To help track the amendment, updated requirements are in bold blue text, whereas deleted requirements are indicated with a strikethrough.
