Are the approximately 50 participants the total number across all four governorates, or approximately 50 participants per governorate?UNOPS Answer:The approximately 50 participants represent the total number of Ministry of Water Resources (MoWR) staff across all four governorates.Question:2. Are the three rounds progressive stages of one programme, or is the same training package repeated three times?UNOPS Answer:Section 5.5 of the TOR clearly indicates the topic and outlines that the three rounds are progressive stages of one programme linked to key project milestones (initiation, mid-implementation, and pre-handover), rather than a repetition of the same package. The consultancy firm will be resposile to provide a detailed schedule for each round. Question:4. Is each three-day round delivered only once for participants from all four governorates, resulting in nine total classroom training days?UNOPS Answer:Rather than a centralized rollout, training is conducted separately in each of the four governorates(Muthanna, Thi-Qar, Al-Qadisiyah (Diwaniyah), and Missan) to allow for customized modules specific to the local infrastructure. Consequently, with three rounds of three days each per governorate, the total delivery is 36 classroom training days (3 days × 3 rounds × 4 governorates).Question:5. Alternatively, must each three-day round be repeated separately in Muthanna, Thi-Qar, Al-Qadisiyah and Missan, potentially resulting in 36 delivery days?UNOPS Answer:These sessions are included within the three days allocated to each round.Question:6. Please identify the required city, governorate or venue for each training round.UNOPS Answer:As clearly mentioned in the ToR the training should be conducted separately in each governorate. Question:7. How many rehabilitated irrigation schemes require field-based practical sessions, and are these field sessions included within the three days allocated to each round?UNOPS Answer:The programme requires that at least one field-based practical session be conducted at each rehabilitated irrigation scheme. This is included in the three days of training.Question:8. Please clarify how the five training topics are expected to be distributed across the three rounds and whether UNOPS has a prescribed allocation of hours or days per topic.UNOPS Answer:The training topics from Section 3 are to be distributed logically across the three rounds as outlined in the schedule in Section 5.5 of the ToR. UNOPS has not prescribed a specific hourly allocation per topic, but the training day is set at six (6) hours (excluding breaks).Question:9. Will UNOPS nominate the participants by governorate and arrange their transportation to the training locations, or must these costs be included in the bidder’s financial proposal?UNOPS Answer:The Consultancy firm is fully responsible for all logistical arrangements, including transportation allowance for the participants, venues, and meals. These costs must be included in the bidder’s financial proposal.Question:10. Please confirm whether the field-based practical training must be conducted at the rehabilitated irrigation scheme(s) within each respective governorate—Muthanna, Thi-Qar, Al-Qadisiyah and Missan. New amendment added #1: Please note that Amendment 1 consists of two clauses as mentioned below. This document is considered an integral part of this RFQ.Clause 1: Under the Documents Tab, the Revised- RFQ_Section_III_Returnable Bidding Forms is uploaded to reflect the years of required experience as 7 instead of 5 under Experience- Qualification Criteria so that it matches with the TOR and the tender criteria. Clause 2: Under the Checklist Tab, the document below has been added to reflect the required 7 years of experience instead of 5. Contract, evidence, certificate of completion, showing satisfactory delivery and performance of one similar project during the last seven years.All other terms and conditions remain unchanged.
