In the eSourcing portal, some documents (which are set as Mandatory) are only applicable to bidders using a local representative, Joint Venture, or subcontracting arrangementThe eSourcing portal checklist lists as mandatory: "A letter from the local representative confirming that they will represent the bidder in Syria," "Certification of incorporation of the local representative," and "If a Bidder will supply the goods from a local distributor: Authorization issued by the distributor…" Per Section II: Evaluation Method and Criteria, Qualification Criteria item 3, these requirements apply "if the bidder is not a Syrian-registered company." As we are a Syrian registered company bidding directly, without a local representative or local distributor, please confirm these items are not applicable to our bid and that the portal will not flag our submission as incomplete or affect our technical grading for leaving them unuploaded.2. Please ensure all related engineering calculations and technical designs are fully documented and included in your bid submission for review.4) Kindly notice that, being we an international bidder, and unfortunately due to recent geopolitical issues of which Syria has suffered, we are struggling to receive quotations from the forwarders unless they are CIF Latakia. New clarification added: Bidder's Question: With reference to the technical specification requiring an "Automatic Weather Station, WMO Class 1 compatible," we kindly request clarification regarding the intended meaning and verification criteria of this requirement. According to WMO guidance, the classification from Class 1 to Class 5 primarily concerns the siting and exposure conditions of individual meteorological sensors and not concerns the quality of the weather station As site selection activities are not included in the scope of this tender, LSI LASTEM as supplier of the weather station only, cannot ensure that our hardware will achieve a WMO Class 1 siting classification. We would therefore appreciate your confirmation as to whether "WMO Class 1 compatible" should be understood as requiring that the proposed equipment: meets the applicable WMO recommendations concerning sensor design and metrological performance; andis suitable for installation at a site that may qualify as WMO Class 1, provided that the relevant siting and installation requirements are independently satisfied. UNOPS Answer: The applicability of the WMO Class 1 requirement applies to the Synoptic Stations. the Climatological and Rain Gauge Stations.Regards

New clarification added: Bidder's Question: For an international company outside Syria and don't have a representative in Syria.How could we participate and how could we submit a performance bondUNOPS Answer: As stated in the tender requirements, bidders must either be legally registered in Syria or appoint a local representative in Syria. The local representative will be responsible for supporting the installation, training, and after-sales services. Therefore, an international company can participate in the tender provided it has a local representative in Syria who meets these requirements. The Performance Security (Performance Bond) must be submitted by the awarded bidder via email, in accordance with the tender requirements before signing the contract. Capacity strengthening (Provision of training), in order to permit to all the bidders to equally evaluate the training related costs, kindly specify the following information:- Minimum number of days of training required;- If the classroom space will be made available by the purchaser, if yes, in which city;- If the bidder shall include in his offer the cost for living and accommodation for n. 15 trainees during the training days.UNOPS Answer:Please note that the training is an integral part of the installation and commissioning phase for each system. However, your proposed accuracy of 2% up to 30 m/s and less than 5% outside the 30 m/s range is acceptedBidder's Question:4) With reference to the Technical questionnaire, item “Communication” of all the three station typologies, please confirm that the SIM cards and the traffic data will be provided by the Purchaser, as well as the satellite data contract (optional for rain gauge stations) will be provided by the Purchaser.UNOPS Answer:SIM cards, mobile subscriptions, and mobile data traffic; and any satellite communication subscriptions required for the stations, should remain the sole responsibility of the Ministry of Emergency and Disaster Management and be procured separately from this tender.Bidder's Question:5) With reference to the Technical questionnaire, item “Perimeter Fence” of all the three station typologies, please kindly specify the materials and dimensions of the desired fencing per station typology. A clear specification will help the bidders to propose a similar solution and will help the evaluating authority to evaluate the bids with the possibility of comparability. The desire is to make it possible to compare the offers in terms of quality, as the price varies depending on size and material of the fences.UNOPS Answer:The automated synoptic weather stations to be installed in (Latakia, Latakia Airport, Hama Agricultural Center, and Salamiyah) do not require a protective fence. However, the climate automated stations and rain monitoring stations require a protective fence measuring 3 meters by 3 meters and 2 meters high, made of galvanized metal mesh with 5 cm by 5 cm openings, and equipped with a suitable gate and lock. The fence should be secured to the corner posts with appropriate concrete bases.Bidder's Question:6) With reference to the Technical questionnaire, “Infrastructure & Site Preparation” for all the three station typologies, the height of the mast is indicate only for Synoptic stations, 10m.
