New clarification added: Dear Bidder,Thank you for your clarification request. In order to maintain the required analytical performance while allowing broader technological compatibility and bidder participation :Spectral range: covering at least 190 to 900 nm; will not be considered a disqualifying factor.Instruments offering a wider spectral range, including coverage up to 1100 nm or beyond, will also be accepted. Please note that this clarification relates only to the spectral range requirement. The instrument offered shall remain a high-performance dual-beam UV/Visible spectrophotometer with dual monochromator and shall comply with all other technical and performance requirements specified in the tender documents. All other technical specifications remain unchanged.Sincerely,Procurement UnitUNOPS, WAMCO

New clarification added: Dear Bidder,We thank you for this observation. After re-examining the requirement related to the detection limit, we confirm that the initially stated value of ≤ 10⁻¹² mol/L was not associated with a specific reference solution. We acknowledge that a detection limit expressed in molar concentration depends notably on the reference fluorescent compound, the solvent, the measurement conditions, and the method used by the manufacturer. In the absence of these parameters, this value does not constitute a sufficiently harmonized criterion to allow an objective comparison between different spectrofluorometers. In order to preserve technological neutrality and allow broader participation of manufacturers while maintaining the required analytical performance level, this requirement shall be interpreted as follows:Sensitivity / detection limit: high sensitivity suitable for the analysis of low concentrations of fluorescent compounds. The performance must be demonstrated and documented by the manufacturer using a recognized reference method, such as quinine sulfate, fluorescein, the Raman signal of water, or an equivalent method.Better performance will be accepted.Accordingly, the value ≤ 10⁻¹² mol/L will not be considered an eliminatory threshold as such. The evaluation will focus on the sensitivity performance documented by the manufacturer and its suitability for the intended analytical applications.Thank you and best regards,Procurement UnitUNOPS, WAMCO

New clarification added: Dear Bidder,Thank you for your question. The portable multiparameter colorimeter is intended for routine physicochemical water quality analyses supporting agricultural research and laboratory activities at the Chadian Institute of Agricultural Research for Development (ITRAD).The instrument shall therefore be capable of performing colorimetric analyses using the manufacturer's standard analytical methods for the water quality parameters commonly encountered in agricultural and environmental laboratories. The starter reagent kit supplied with the equipment shall include reagents for at least six analytical methods selected from the following commonly used parameters:- Nitrate;- Nitrite;- Ammonium;- Phosphate;- Iron;- Total or Free Chlorine;- Manganese;- Sulfate;- Silica;Hardness and/or Alkalinity, or other equivalent water quality parameters supported by the manufacturer's standard analytical methods. The exact reagent references shall be those recommended by the manufacturer for the proposed instrument.During the technical evaluation, compliance will be assessed based on the instrument's capability to perform at least six (6) of the above-mentioned or technically equivalent routine water quality analyses.Kind regards,Procurement UnitUNOPS, WAMCO

New clarification added: Dear Bidder,Thank you for your careful review of the technical specifications and for your observations. We would like to clarify that Item 2.3 is intended exclusively for the procurement of a Laboratory Spectrofluorometer designed for molecular fluorescence analysis. The intended analytical applications include the qualitative and quantitative determination of fluorescent compounds in biological, biochemical, environmental, pharmaceutical, food and research laboratories through the measurement of fluorescence emitted after optical excitation. The technical specifications are therefore intended to describe a conventional laboratory spectrofluorometer featuring excitation and emission monochromators (or equivalent technology), a high-sensitivity fluorescence detector (PMT or equivalent), and the capability to acquire excitation and emission spectra. The equipment requested is not an Optical Emission Spectrometer (OES), ICP-OES, Spark-OES, or any elemental analysis system. No elemental spectroscopy technology, plasma source, spark excitation, or atomic emission measurement is intended under this procurement.Accordingly :- The required instrument category for Item 2.3 is Laboratory Spectrofluorometer.- The intended analytical application is molecular fluorescence analysis of liquid samples using fluorescence excitation and emission measurements. The evaluation will be conducted based on compliance with the published functional and performance requirements for a laboratory spectrofluorometer. No other interpretation of the equipment category should be considered. No amendment to the technical specifications is introduced by this clarification.Kind regards,Procurement UnitUNOPS, WAMCO
