New clarification added: Clarification# 8: 3. Extension of the submission deadlineGiven the need to form a joint venture and assemble MoPHP-certified personnel, would you consider a short extension to the submission deadline to allow fully compliant quotations? Response# 8: Please be advised that after careful consideration, we are unable to extend the tender submission deadline. Sufficient time has been provided for proposal preparation, and the project operates under a strict, non-negotiable implementation timeline. The closing date and time remain unchanged. We look forward to receiving your submission by the original deadline.Clarification# 9: 4. Additional and international key personnelSection 10 specifies ""at least"" the listed roles. Could you confirm that bidders may propose additional key personnel beyond this minimum, including international experts such as a Team Leader or senior adviser?Response# 9: Yes, bidders are permitted to propose additional key personnel beyond the specified minimum if they feel it adds value to their technical methodology. However, please note that the technical evaluation of personnel will be strictly limited to the minimum mandatory key personnel roles specified in Section 10.

New clarification added: Dear Bidders,Kindly find below the response to your clarifications:Clarification# 1: With reference to RFQ/2026/63865 – The Provision of Consulting Services for Delivering the Capacity Building Training Programme on Malnutrition Case Management, we kindly request clarification on the following material points to ensure accurate and consistent preparation of our technical and financial proposal.1. Number of training course deliveriesTable 1 indicates that the stated number of trainees and training days applies “per each TFC.”Please confirm whether all six listed training courses must be delivered separately and in full at each of the following locations:Bayhan General Hospital, Shabwah; andAl-Yemeni Al-Suwaidi Hospital of Maternity and Childhood, Taiz.If so, our understanding is that the assignment comprises 12 separate course deliveries and a total of 118 training days across both locations. Please confirm whether this interpretation is correct.Response# 1: All six training courses shall be delivered at each of the two project locations, resulting in a total of 12 training course deliveries. Bidders may optimize the implementation schedule by conducting multiple training courses concurrently where feasible, thereby reducing the overall number of calendar days required for delivery to match the training delivery timeline of not more than two months.Clarification# 2: 2. Number of beneficiaries and course attendancesThe participant figures in Table 1 total 214 course attendances per TFC, equivalent to 428 course attendances across both locations, while the expected outputs refer to approximately 250 healthcare workers. Please confirm whether:The figure of approximately 250 represents unique beneficiaries; The same beneficiary may attend more than one training course; andParticipant-related costs should be calculated using the participant numbers and course durations specified in Table 1.Response# 2: The project aims to train approximately 250 healthcare workers for each training location. The participant figures provided are indicative estimates from the Ministry of Public Health. While participants may attend more than one training course when relevant to their professional responsibilities. Participant-related costs should be estimated and priced by the implementing company based on its proposed methodology and assumptions.Clarification# 3: 3. Participant transportationSection 5.3 of the Terms of Reference requires the contractor to arrange transportation for trainees to and from the training venue. Please confirm whether the contractor is expected to:a) provide collective transportation directly through hired vehicles or buses; orb) provide transportation allowances directly to participants against verified and signed attendance records. If transportation allowances are permitted or required, please confirm whether UNOPS has a prescribed daily rate or calculation methodology to be applied by all bidders.Response# 3: Transportation arrangements for trainees are to be determined by the implementing company. Bidders may propose the transportation modality they consider most appropriate, practical, and cost-effective for ensuring participant attendance.Clarification# 4: 4. Participant meals and refreshmentsPlease confirm whether the contractor is required to provide any of the following on each training day:Lunch or a main meal;Coffee breaks or refreshments;Drinking water; orAny participant subsistence or daily allowance. If catering is required, please confirm:The minimum required catering components;Whether catering should be provided for every participant on every training day; andWhether UNOPS has a prescribed rate or bidders should determine the cost based on prevailing market prices.Response# 4: Catering should be provided in a manner proportionate to the duration of the training sessions. Bidders may select the specific catering style and menu according to local catering practices, the approach shall be reflected in their proposed implementation approach and budget. Hence, bidders should determine the cost based on prevailing market prices.Clarification# 5: 5. Implementation periodThe Terms of Reference and the Evaluation Criteria specify that the assignment shall be completed within a period of three to four months. However, Form B refers to an assignment period of one to two months. Please confirm the applicable contractual implementation period that bidders should use when preparing:The technical work plan;Personnel inputs;Implementation schedules; andThe financial proposal. As these clarifications may materially affect the scope and evaluated contract price, we kindly request that the official response be published in the Revisions tab and, where appropriate, reflected in a formal amendment applicable to all bidders.Response# 5: The assignment must be completed within a period not exceeding two (2) months. Bidders shall plan for the possibility of running multiple training courses at the same time and starting activities at both project locations in parallel to ensure timely completion of the assignment. The implementation period has been amendmnet in the tender documents named "REV 1 - RFQ_2026_63865 - Section III_ Returnable Schedule" and "REV 1 - RFQ_2026_63865 -Section_II_Schedule of Requirements".Clarification# 6: With reference to RFQ/2026/63865 we are reviewing the solicitation documents with a view to submitting a quotation and should be grateful for clarification on the following points: 1. Implementation periodCould you clarify the two periods in the Section III – Returnable Schedule? Form C (Work Plan) gives three to four months for the assignment, while the note under Table 2a of Form B (Price Schedule) refers to one to two months. We take the former as the overall implementation duration and the latter as the input (person-)months priced per staff member — could you confirm this, so inputs are costed consistently?Response# 6: The assignment must be completed within a period not exceeding two (2) months. Bidders shall plan for the possibility of running multiple training courses at the same time and starting activities at both project locations in parallel to ensure timely completion of the assignment. The implementation period has been amendmnet in the tender documents named "REV 1 - RFQ_2026_63865 - Section III_ Returnable Schedule" and "REV 1 - RFQ_2026_63865 -Section_II_Schedule of Requirements".Clarification# 7: 2.
