Dear Bidder, The International Labour Office (ILO) is seeking an individual to serve as an External Collaborator. Below is a summary of the work to be performed: The ILO is seeking an external collaborator to support the testing and refinement of its methodology for assessing forced labour risks in complex manufacturing supply chains. The assignment will use the Chinese electronics manufacturing sector, with photovoltaic modules as an illustrative case study, to evaluate the applicability, robustness and limitations of the proposed methodology. The collaborator will map the Chinese electronics supply chain from inputs to exports, with particular attention to photovoltaic module production and its geographic concentration. The assignment includes identifying and organising evidence on legal and statistical forced labour risk factors, disaggregated geographically and by type of risk in line with the ILO forced labour indicator framework, undertaking a desk and literature review and assessing how these risks vary across products and sub-sectors and triangulating findings to test whether these indicators are sufficient to support conclusions on forced labour risk. The collaboration concludes with a validation phase, during which preliminary findings will be reviewed with the ILO, refined based on feedback, and consolidated into final deliverables to support methodology testing and future policy and due diligence applications.
